This is to comply with the provision of the Constl- tution to the effect that there shail be “one” Supreme Court. The subdivisions are for the purpose of facilitating business. Another idea of the author of the bill ts that {t will increase public confidence in the Suggeme Court, and add to the respect of its decislons to increase its numbers so that it can be “nationalized” by having all sections of the country represented upon the bench. The twelve additional judges proposed in the bill would be appointed as those now on the bench—by the resident, “by and with the advice and consent of the Senate.” Parties who become involved in litigation with corporations frequently suffer be cause of the inability of the Supreme Court to dispose of the business that comes before it Corporations employ attorneys by the year, and therefore they fight causes to the | An in Tease Of litigation does not cost them any in- crease of expense; but it ts different with the individual who must pay as he goes, and to whom it is a great burden, perhaps, to follow an appeal to the Supreme Court. Unless there ts a large amount involved the corporation often es- capes by simply carrying the cause up to the highest court. The Manning bill will come before the House before a great while for consideratfon, and as It 4s a question of interest to attorneys especially and citizens generally, we point out its main features. A Gleam of Light. The record in the case of the highwayman ‘Ross, the result of which was published in yes- terday’s Srar, affords an excellent fllustration of what may be accomplished by those charged With the protection of society when they set themselves vigorously at work to that end. This brutal thief, it will be remembered, felled an elderly lady to the ground by a savage blow, in the Smithsonian Park, on Monday last, and then seized her purse and made way with it. Fortunately he was arrested the same day, and on the day following was committed by the po- lice court for the grand jury. Yesterday his case game before that body, a true bill was at once'found, and before sunset he was brought before Judge Cartter by District Attorney Cork- hill, tried, found gulity, and sentenced to a term ment inthe Albany penitentiary, h of which, the public will be glad to xhausted the extreme limit allowed by s able result throughout.
