Therefore, any legislation of of Congress ‘which delegates this power, or any part thereof, to any secondary or subordinate organ of legislation 1s a palpable violation of the express provision of the consti- tution, They have no more right todo this in this District under the constitution than to do it in any fort, magazine, arsenal, dockyard, post office, land office or mint in the country, And who ever heard of men employed and re- siding in those places clamoring for a Dili be- st ig 6n them the right to legislate for them- h ‘Tien, if the constitution expressly restricts Congress: ‘from delegating its legislative powers to a subordinate body here, what is the use of the suffrage? Upon what do those who clamor for it propose to exercise it? Do they intend simply to play suffrage in order to prove them- selves capzble of self-government? For whom and what would they vote? Certainly not for ‘ause the constitution expressly preciudes ‘any such body of men. For whom then, would they or could they vote? Only such officers as are made requisite by the laws oi Congress. But if the offices are created by Con- gress, then they should certainly be filed by Congress, in the cheapest, shortest, and most effective mode—which mode is certainly not by popular elections. Thus we see by the very provision of the constitution the framers of that instrument intended to exclude the fran- chise from the seat of government. 4. Past experience of the forms of delegated | government, both municipal and territorial in this District furnishes the most conclusive com- mentary on the wisdom of tis constitutional prohibition. Never was there a more scandal- cus abuse of delegated power, or of the elective franchise itself tnan the late contrivaiwe by which Congress managed In disregard of an ex- press constitutional provision to throw off its own duty a pe upon the shoulders of a set Of men, who with rare exceptions, were notoriously unfit for the functions they as- sumed, and to which they were ch and resorts whtch were a po Us community. Editor Star:—A Pl teert be pe caste ern part of the aity Serres front the careless manner in which the children in our public schools obtain ’ certifi- cates of vaccination. In instances the children are vaccinated at home with no effect whatever, and hundreds are sent to physicians, and in aS many instances the vaccine fails to work, and, notwithstanding this, the children fel their parents obtain physicians’ certificates Ce ges and ooo vaccinations, and go to school carrying a fraudulent, certificate. Physiclans are eine re ese every day with ay parent indifference One physician says bot parents and children have been to him for certi- ficates who cannot even give proof of having been vaccinated, and abuse him accordingly for refusing certificates. He also suggests that the physicians of the national board of health order a thorough investigation of this matter, and a careful examination of children who have pre- sented certificates, thus tracing the evil to its source and exposing the physicians who ate thwarting the very end sought by the protect- ive regulations of the board of health.
