Average Daily Circulation over 17.750— being a much larger bona fide, regular @nd permanent circulation than that of all the other daily papers in the city added together. ‘Tue Stax has a direct wire from its news room to the Western Union Telegraph office in New York city, from which wires radiate to all. parts of the Blobe, and is therefore enabled to secure the latest news by its own operator from every quarter up to moments of going to press. It is the wt paper south of Philadelphia which re- sively the Associated Press dispatches. on education and labor of the House of Representatives have ordered that a bill to restrict Chinese immig-ation be reported back favorably. This bill is substantially, per- haps identically, the same in its provisions as the one passed by the last Congress and vetoea by President Hayes. The members of Congress from the Pacific states are unanimou favor of the bill. The question of politi not enter into their support of this measure, and they unhesitatingly declare that no party can receive an electoral vote from the states they represent that opposes this bill. The newspapers of these states, without regard to party, reiterate this declaration, and in the face of a presidential election, it s easy to realize hox much influence this announcement will have upon Congress. The states of California, Nevada amd Oregon have twelve electoral votes, more than enough in a tolerably close contest to decide the choice of a President. ‘The unanimity with which the bill was favored in commitice may certainly be regarded as some indication of the sentiment of the House. There are now in Washington a number of prominent and influential men, members of both political parties, from the Pacifie coast, who are doing ‘all in their power to obtain the passage of this bill. The indications are that it will pass the House, but Senators are not so free in express- ing themselves upon pending measures as Rep- resentatives, and therefore it is next to impos- sible to predict its fate in that body. Enough has been developed, however, to show that the old fight over the Chinese question is about to be renewed, and it will wax very warm before it is over. -—____ The republicans in Maine carried things with arush when they did begin tomove. They per- mitted the fusionists to play at government for a few days, and then, in one afternoon, took Possession of the legislative and executive de- partments. without the least show of dis- turbance. The people generally, of all classes, accepted the opinions of the Supreme Court, as the proper interpretation of the questions inyoived, and that substantially ended the con- ‘The fustonist “legislature” may, per- once or twice more, and appeal to Congress, but that will never be done. ‘The fusionist government (So-called) has scarcely any support outside the few wio compose it. Its assumed authority will either be ignored or laughed at, and the legitimate government will ‘set the state machinery in proper shape and proceed to perform its functions. Had the Tepublicans sought to establish their authority by force or violence they might have lost their cause. But they adopted an orderly, legal course and strengthened themselves with the people every day. It was this support of the populace which enabled them to so quietly and effectually take possession of the reins of gov- ernment. Politicians may learn a useful lesson from this Maine imbroglio if they will They may learn that the masses of the people believe in honesty and justice in politics as well as in business. Theycan be counted upon to con- demn usurpation of power and political trickery whenever they have an opportunity to express themselves. ——____~+--_____. ‘The frequent demands of Congressional inves- tigating committees, during the past several years, for telegraphic correspondence have had the effect of determining the Western Unton ‘Telegraph Company to ask Congress to pass a law to “preserve telegrams trom un@asonable Search and seizure” and place them upon the same footing as letters sent by mail. A bill for this purpose has been introduced in the Senate, and it is receiving very general support, espe- cially from the press. The telegraph company and its officers and agents have resisted, as far asthe laws would bear them out, demands for Messages sent and received by its patrons, but in the end they have invariably been compelled to produce them. The only interest the telegraph companies have in the bill is to protect their pa- trons. The telegraph has come into such general ‘use that it is employed equally as much as the Tails in the transaction of private business, and the same reasons that prompt a person to wish to keep the contents of his letters trom the public are applicable as to telegrams. There 4s some opposition in Congress to the enactment ofsuch a law, on the ground that telegrams Might be necessary, upon occasions, to expose dishonesty, and perhaps fasten crime upon the guilty. But this objection might be obviated by providing for the delivery of telegrams to courts, or Congressional committees only when there ts prima sacie evidence that they would tend to expose wrong-doing. —___-<e--—_____ Secretary Sherman declares in favor of small bonds,—as low in amount as ten dollars,—put thin! rate of interest should be 4 per cent. instead of 3%, as proposed by Mr. Fernando Wood, or 3.65, which has been warmly urged in other quarters. He does not think a bond at either of the latter rates would be taken at par to any considerable extent, and particularly does he not favor the 3.65 rate. The advantage claimed for this rate 1s that it represents an earning of one cent per day on $100; but Mr. Sherman points out that the advantages of this rate have been greatly over-rated, and that its disadvantages have been entirely overlooked. On account of the computation in minute frac- tons nece to reach the result, he thinks it would be almost impossible to caleulate and pay the quarieriy Interest on a $10 bond, for ex- ample, and that it would be diMcult todo so even on a bond of the denomination of $50. On the other band, an interest of 4 per cent. repre- sents a quarterly earning of one cent on every dollar of any amount, which fs easily calculated and paid, and which can be readily done or un- Gerstood by any one possessed of the simplest education. For these reasons, as well as be- cause he believes that that is the lowest figure at which a loan can be placed at par, be favors the four per cent. in preference to the other two rates proposed. —~-___ The Bayard resolution having been reported back from the finance committee is now before the Senate, and the great discussion on finan- ces, which Is impending, may break forth any day. This discussion will continue for some days, perhaps, @ it is known that a number of Senators spent the holiday recess in preparing ‘themselves to take part in it. Senators Bayard and Morrill will take the lead in favoring the repeal of the legal-tender quality of greenbacks, and both republicans and democrats will op- ‘pose them and advocate what has been defined 45 the “let-well-enough-alone” policy. The dis- cussion will bring out many valuable facts about finance, and will be very interesting, even 4f it does not lead to any change in the govern- ment currency. ‘Young men are rising up in all parts of the Country to prophecy the failure of Edison's electric light, and tell the world how much bet- ter illuminator they themselves will be able to Give it if it will only wait a little while longer. It would be much more to the credit of these young men if they had come to the front with their predictions and promises before Mr. Edl- £0n had got so far along with his experiments. ‘It was very easy for the guests at that famous dinner party set an egg on its end after Colum- bus showed them how to do it. ———~-___ It will be seen that Senator Voorhees (as well as Representative Blackburn) denounces ‘unauthorized use of his name as a speaker at the suffrage meeting.
