The number of advertisements printed in Tue SraR during 1879 was 20,336 ‘This number has not been exceeded by any Paper published south of New York city, with possibly two exceptions, and but by few in the entire country. —$$_<e+—____ The Water-Supply Question in Con- gress. ‘The Senate committee on the District of Co- Jumbia has taken up the report of their sub- committee. pointing out how an abundant sup- ply of water may be procured for Washington and Georgetown, with the view of disposing of the subject without delay. There has, so far, been Dut little discussion of this question by the committee, but It has developed a feeling on the part of a majority adverse to the proposed ex tension and improvement of the water works. It would appear that only two or three mem- bers of the committee have studied the subject carefully, and the chairman, who has devoted more Ume and labor than any of the others to an investigation of the matter, seers to be the ©ne most favorably disposed to meet, the wants of tle District. Among members of the com- mitteee, and by Senators who do not belong to it, there is a great deal said about ‘What they consider the “extravagant waste” of water in the District. Indeed, this is urged as areason why Congress should not appropriate money to extend and improve the works. Sena- tors say that {f the District Commissioners would adopt some means to prevent waste, there would be plenty of water, without any en- Jargement of the supply. Its said that the quantity of water consumed per capita in the District is much larger than in any city of the Union, and the residents are censured because of the waste, and the Commissioners are cen- sured because they do not stop it. Now any Senator who would take the pains to inquire into the manner of the waste would, upon as- certaining tke fact, readily discover that neither the citizens nor the Commissioners are to blame and that the chief objection now urged against extending the work ought not to prevent the improvement. The truth 4s that a large portion of the “enor- mous waste” charged against the citizens Occurs in the government departments where Water through faucets and waste pipes Is kept Tunning incessantly. The departments, or rather those who control them, are not willing to recognize the right of any authority to re- strict them in the use of water. It is urged bat the water works were constructed by the government mainly for government use, and that citizens were generously permitted to share the benetit (by paying water rents), and they ought to receive what they get with due thanks and utter no complaints. Considering the sub- Ject practically, tt will undoubtedly require a large appropriation to extend and improve the ‘water wor! If tt could be done with two or three hundred thousand dollars Congress would Not hesitate long about it. But it will require more than one million of dollars to ecnstruct €n extension that will be of any use, and this sum staggers some of the Congressmen. They are unwilling to vote for an appropriatisn So large and therefore suggest half-way mea- sures. The chairman of the Senate District Committee has supplied an answer to this ob- jection so practical and sensible that it ought to Overcome it. He has sald that it would cost as much to put in operation an effective system of stopping what is ca! asit would to construct the exten sed In the sub- committee's report. The extension would, when completed, give the water works capacity to supply all the water that will be needed for many years to come, making due allowance for the rapid growth of Washington; the expendi- ture fora system to stop waste would accom- plish but temporary good. It would; for the present, perhaps, distribute the supply of water more equally among consumers, but in a few Years at most, the capacity of the works must be enlarged. Then another large expenditure Would ve called for, and it would necessarily be larger than the estimates of the proposed ex- tension now, because the system of preventing wasie would have to be enlarged with the works. Water meters and all other contrivances for stopping waste are very expensive, and of doubtful value. Therefore, chairman Harris has, in considering this questton, ta! the position that the economical plan is to enlarge and extend the works now, and tus will put an end to government expeuditure upon them for many years to come. The proposed extension Would render the works capable of supplying al the water needed by the present population and the increase that comes yearly. This prac- tical and economical view of the qui mn may be impressed upon Congress and lead to the granting of the appropriation, but the present ‘temper of the Senators, at least, is not favorabl to the extension. It is concede! that moaey ought to be appropriated for the completion of the dam, and this meh, no doubt. wil! ve done. The N. Y. Hera “Col. The time has come when there should be an end of talk and a beginning of work ‘The resolution directing the Sen tee on finance to inquire into the practicability of funding a part of the public debt at a less rate of interest than 4 per cent., was submitted at the request of Secretary Sherman. The Sec- retary’s idea is to have the committee call lead- ing bankers and financiers of the country, and obtain their views upon this question. Mr. Sher- man doubts if a bond bearing less than 4 per cent. interest can be floated, but le is willing to defer to the opinions of others competent to Speak On this subject. ———_+.- The talked of plan of changing the mode ‘Of choosing presidential electors in New York has been broached in the legislature of that state in the shape of a bill intro- danced by Mr. Potter (republican) providing that in each Congressional district two electors at large and one elector for the district. should ‘be voted for. It is held that under this law the Tepublicans would have the advantage, and they would be pretty certain to carry at least ‘twenty-one of the thirty-three Congressional districts. The N, Y. Tinies, (republican,) how- ever, warmly opposes the scheme. It says: “Whatever may be sald in support of the Plan of election by Congressio! districts, Which is one that has its merits, it {s obvious ‘that it can only be fairly applied over the entire Union at once, and that can only be done by an mendment of the national constitution.
