He says that Mr. Blaine’s residence was crowded with visitors every night. The doors were open to all, and from fifty toa hundred were cop- stantly there during the day and until late at night. Keys, who was charged with taking a registered letter from the post office at Potomac City, Prince William county, Va., on the 3d day of December last, and was arrested therefor and examined before U. §. Commissioner Fowler, and by him sent on to the grand jury of the U.S. Court, was on Satur- day dismissed by them. They refused to find an indictment against him. The evidence before the commissioner, and presumably also before the grand jury, did not raise a color of suspicion against him. Mr. Frankenberg fs the postmas- ter at Potomac City. There have been a num- ber of letters and registered letters lost or mis- carried through this office. ‘THREE FACcTIONS are said to be contending for the control of Russian policy—the purely reac- tionary or autocratic party, the reform party, aiming to secure the most tmportant reforms, and the so-called new party, desiring only a few moderate reforms, such as the decentralization of the Russian administration. This party does not seek to havea parliament, but simply pro- vincial delegations with a puritleation of the civil service, and the adoption of severe mea- sures against all destructive agencies.
