The peaceable, law-abiding citizén must depend upon the police for protection, especially when he is called upon the streets at night. The circulation of the statement that one sergeant and two patrolmen were engaged in conversation but two or three squares distant while the murder was being committed has added to the censure that fs vis- ited upon the police. This story has been denied, and probably it is not true, but it is mentioned here to show the state of the public mind. A ing of uneasiness prevails, and peo- rumor that goes to confirm their fears. _ Now, while a certain share of responsi- bility for the murder, or rather for not prevent- ing It, will be visited upon the police in the* Tainds of many, there is much to be said in their behalf, and the people of Washington must Jook at both sides of the question. In the first place, all the police authorities agree that the force ts not large enough to patrol the cl as it ought to be In order to give proper protec- tion to lives and property. It seems dimeutt, however, to obtain an increase, and, therefore, it is to the interest of the citizens to have the present force employed, to the utmost possible limit, in the actual duties of policemen. That this is not done, every person familiar with the distribution of the force Knows, and yet the fault does not He with the police themselves. Whenever a Cabinet officer, Senator, or some other high public functionary, gives an evening entertainment of jany kind, it is the custom to call for a liberal detail of policemen as @ guard of honor at the honorabie gentle- man’s residence. Some evenings—and_ this has often ovcurred—two or three of these receptions or balls are going on at the same,time, and then as Many separate detachments of police are required. There is no earthly need for such use Of the police, and in the unprotected state of the city the custom Is an outrage upon those eltizens who pay taxes, but do not figure at the rand receptions. Minister would resent the idea that the arm of the law was needed to keep his guests in order. For these occasions the police are required to brighten up their uniforms, buy new white gloves and look their best. Then, arrty- ing at the door of the residence to which they are ordered, they are put to the menial service of opening carriage doors for coming guests, and after the carriages have all arrived the men who ought to be patrolling their beats are drawn up as if on dress parade, and kept for any other menial service that may be exacted of them. After having closed the carriage doors of departing guests, the detach- Ment of police is dismissed for the night, and their beats are left to the mercy of the lawless. The police despise this society duty. Some of them have rebelled agalast {t in the past, be- Cause they regarded it as degrading, but now all the members of the force know that they must obey. ‘There is some power high enough to re- quire it. The officers who have charge of the force would much prefer using their men for their legitimate duty; the citizens would prefer it, and why cannot this useless and senseless custom be abolished? To abolish it would in- crease the efficiency of the force and add to the Protection of the ettizen. It should be added that while the police force Js not large enough to adequately patrol the large amount of territory to which they are allotted, they have on all! occasions of emergency acquitted themselves creditably. The prompt detection and arrest of the gullty parties in the Hirth murder fs an {illustration of this point. In fact we believe that our police, since it was organized as a metropolitan force, has in no murder case failed to bring the criminals to Justice. In these days, when the police of other Cities fail so conspicuously to get a clue to the perpetrators of murder upon murder, this is a fact that speaks well for the efficiency of our force. —_—$__$_<.—_____ A bill has been introduced in the House ct Representatives by a Kansas member to appro- priate money for the relief of the colored emi- grants from the South who have settled In Kansas. In behalf of the biil it is urged that these colored people are destitute of food and clothing; that there is a great deal of sickness among them, and they need medicine. It re- quires no prophetic vision to foresee the defeat Of this bill. The democrats, who have bitterly Opposed the exodus, will not appropriate money to relieve those whom they warned against Moving from the south to the north. And, really, the bill ought not to pass. It 1s the right of every citizen of this country, black and white, to move about at his own pleasure. It he is too poor to pay traveling ex- Penses, and other citizens choose to contribute money for that purpose that, too, is a privilege that cannot be dented to them. But there is no theory by which the government can be called upon to relieve or support any class of citizens, even though misfortune may have overtaken them. A precedent of this kind once established might lead to no endof mischief. Every Con- gressman could findamong the people who vote for him some class of deserving poor for whom he could appeal for an appropriation. Besides, should Congress pass this bill it would have the eect of increasing the number of destitute blacks in Kansas. The turn that affairs have taken in Maine feems to have put the repuublicans on the van- tage ground. There is a dead-lock in the state business that cannot be broken until a state government shali be organized and put in post- Wan to perform its functions. The people will very likely soon weary of being without a civil administration, and there can be no doubt but that they will declare for the officials who were legally chosen at the polls. The responsibility for the present chaotic state of affairs will be ‘Visited upon the fusionists. The law-loving cit- ens will scarcely be content to abide long ‘under a semi-military government in order that the fusionists may get power to which they are Rot entitled. It is not likely that there will be any violence, If the people are forced to de- clare themselves they will be apt to be nearly ‘unanimous for the right. Citizens who have no interest tn politics will submit to see the popu- lar will reversed, but they will not become Parties to it by sustaining those who perpe- trated it. Therefore the emergency that has arisen will be apt to strengthen the republicans Decause they, having carried the election, are in the right. —_-+-_____ ‘The custom of simplifying the spelling of words is growing In popularity with the news- papers, and through the power of the press the people will probably be induced to adopt the reform before long. The Chicago Tribune seems isposed to keep in the lead in this reform, as 1t has determined to simplify the spelling of all Words. It drops the silent letters tn all cases, and spells quartette, give, granite, etc., “quar- tet,” “giv,” “granit,” ete. The letter “f” is sub- ‘stituted for “ph,” as “fantom” for phantom; the unnecessary double letter is dropped, as “wit? nd “shal” for will and shall, It dispenses with “ough” in the words tough, cough, ete., and Epelis them “tuf,” “cof,” and so on. The 7-ibune fays that by this system of spelling it saves one percent. in space.
