How to Stop Bank-Wrecking. Bank-wrecking has been extensively engaged in in the United States, especially of late years, and to many it has been profitable. During the three years ending January 1, 1879, 210 state, Savings and private banks failed in thiscountry, with liabilities in the aggregate amounting to $83,440,028, and actual losses to depositors and other creditors amounting to $32,616,661. Our national banking system has been in existence sixteen years, and during that time 8! banks sepa under it have failed with caries in he aggregate amounting to $17, and scraa losses to creditors amounting to $6,240,139- In many cases It was shown that the banks were wrecked by and for the benefit of the managers. Officers and directors took the money of deposi- tors, and sometimes with brazen impudence @efied the duped creditors to help them- selves if they could. In some cases the banks were organized to be robbed, and almost before the storm of indignation thad =biown over, the dishonest managers would reopen business with their ill-gotten gains. Rarely have any guilty bank officials ‘been punished for their dishonesty. The de- frauded depositors would sorrowfully receive such pitiful dividends as the receiver might de- clare, and the law would permit the guilty to go Scatheless. This is not, however, the custom in Great Britain. Wrecked banks but seldom dis- figure the highway of commerce in that country. The laws are severe, and they are rigidly en- forced. The Glasgow Bank, in Scotland, failed On the 2d of October, 1878. It was shown that the directors had been guilty of gross frauds in the management, and in less than four months after the failure they were convicted and under- going sentence tn prison. But Scottish law did not stop with the punishment of the guilty directors. There were defrauded depositors and creditors to be protected. The Mabilities of the bank amounted to $64,000,000, and the assets were $35,000,000, leaving a deficiency of $26,000,000, which, under the law, had to be sup- plied by assessments upon the shareholders. Officers were appointed to wind up the affairs of the broken bank, and the report of their first year’s work has just been published. There were 1,819 shareholders, who were liable for the wank’s losses to the full amount of the property ibey owned. In the first place an assessment of ‘$500 upon each $100 of stock was levied, but it only realized $10,500,000, as many of the shareholders, even by surrendering all their property, were unable to meet the full demand. By this as- Sessment 559 of the shareholders were eptirely ruined and a second assessment of $2,250 on each share of $100 was lévied. Only two hun- ared and sixty-nine of the shareholders were able to meet this, all the others being ruined by it. There remain 269 solvent share- holders, but there is still a deficit of $4,000,000 to be made up in order to pay the bank’s indebted- ‘ness. A third assessment will be levied and the fesujt will be to ruin a few of the remaining Shareholders. Churchill, the agent of the Butter- dealers Association, who said he had once been in the oleomargarine business himself, and had handled butter for overtwenty years, explained to the court the process of detecting the differ- ence between the butter and its counterfeit. It consisted in melting the latter, which is thus resolved into a clear, pure oil. Genuine butter, however, gives a mixture when melted that will not settle readily and that will show a large de- posit of salt. He subjected to this process some of the substance sold for butter by the defend- ants and found that it was mainly composed of beef-oil, 2 proot of its oleomargarine nature. ‘The accused butter-dealers were ali heid for trial in the court of general sessions, oo ‘The boomers for various republican candidates for the Presidency are already at work laying the wires to secure a delegation to the repuoll- can national convention from this District favorable to theirman.
