There are several bills pending before Con- gress providing for national supervision of rall- roads, and it {s more than likely that some law of this nature will be enacted. At the last ses- ston of the 45th Congress, Representative Rea- gan’s bill to regulate inter-state commerce by prohibiting ratiroad companies from discrimin- atipg against persons or localities, and preserib- ngthat a uniform system of rates should be adopted and enforced, was passed. The bill was buried ina Senate committee, but it might have become a law had the Senate had an op- portunity to vote upon it. Oae of the bills in- troduced in the House—by Mr. Sapp, of Iowa— Proposes to establish a national ratiroad com- mission of nine members, who shall have su- preme control over all the raflroads, prescribe schedules of charges for transportation og freight and passengers, and enforce these sche- dules. Any railroad which charges more than the schedule prices, shall be subject to heavy fines, and the oMctals to imprisonment. In at- tempting to enact a law that will protect the people from what is ordinarily termed “ railroad extortion,” a due regard to the rights of property should be had. Men who invest thelr money in railroads want to control it a8 much as those who invest in merchandise, though they do not succeed in doing so. Very frequently the parties who furnish means to construct a railroad soon find themselves with- out any voice in Its control, but thu. ts accom- Plished through the ordinary business channels. It will not do for the law-making power of the land to ignore the right that the stockholders and directors have to control the railroad they own. Whiat Congress wants to prevent. chiefly, is the custom of forming combinations between. railroad companies for the maintenance of ex- tortionate rates. These combinations are dl- rected aginst the masses who patronize rail- roads. If 2 law can be enacted that will prevent s effect will be to force every railroad to depend for patronage upon the legitimate busi- ness it can bulldup. This will establish active competition between railroads, and, as “‘compe- tition is the life of trade,” it will regulate the evils now complained of. The Boston Herald ts apprehens! lest the disposition manifested by politicians to obtain the presidency next year, something after the manner that has recently been employed in Maine, may cause trouble. Both branches of Congress will be democratic when the count is made, a fact worth recollecting.” Now what does this suggestive reference to the party mean other than this; that before the count was a partisan one, and, this time, it will also be partisan, only the gain will come to those who were the losers on the previous occasion?
