Dr. Cuthbert), held their festival in the school room, which was handsomely decorated with eyer- greens and appropriate mottoes. The exercises Were conducted by Mr. R. C. Fox, the superin- tendent. and coi ed of mnust by Prof. Kin, C dike e cho’ hrisiniis gospe service of sive readings, and appropriate Bungay School songs, including several reclta- tions by the children, etc. The report of the school showed an increase of fifty-eight per cent, ip the Sunday school during the year. Re- ireshments were served with coffee, tea, &¢. ‘The Christmas festival of the Sunday school of the Church of the Incarnation was held yes- terday evening in the church, which was elabo- rately decorated, and was crowded with an in- terested congregation. The Adeste Fideles was sung as a processional, and was followed by choral evening prayer, and the singing of Christmas carols and hymns, The school was addressed by the rector, the Rev. Dr. Townsend, and gifts were distributed to the scholars, who in turn brought offerings of groceries. &¢., for the poor. The festival reflected great credit on the superintendent of the school, Mr. D. C. Mor- rison, and on the musical director, Mr. John E. Parker, Mr. Jno. P. Franklin presided at the organ, and rendered the difficult music of the choral service in such a manner as to make it a perfect success. The large Sunday-school of the Memorial Lutheran Chureh had the religious part of its Christmas Sunday afternoon. e excellent music was under the charge of Prof. John H. Selffert, the musical conductor of the churc' ‘There were responsive scripture readings and addresses by Prof. Guss, of Pennsylvania, and by the pastor. The social part of Christmas was greatly enjoyed last night by a great crowd of children with their parents and friends in the Memorial Chapel. Robert B. Kinsell and Geo. ‘Ryneal, jr., With Dr. J. W. Graham and G. Callahan were the chief managers. There was Singing, recitations by the children, and short ches, with an abundant supply of cream and cake. W. B. Keed’s Sons kindly sent baskets of Florida oranges and apples for the large in- fant department of the school, which is in a of Miss Butler. Everybody was greatly delighted, and that Memorial Christmas will not soon be forgotten. Waugh C pel day school with its int class numbering 375—the school under the perintendence of O. 'T. Edgar and the tnfant class under Mr. W. W.S. Dyre, had their Christ- mas celebration last evening, in which the pas- tor, Rev. Jos. R. Wheeler, and the congregation participated. ‘The services were interesting, embracing ‘recitations, singing, &¢., during which a hymn book was presented to Mr. W. Middleton and a Bible to Mr. L. Donohue. The exercises by the infant class were particularly interesting. There were three heavily laden Christmas trees stripped of ther gifts for the Mr. McDonald, statin; tions of suffrage should be required in the Dis- trict of Columbia than in any state or territory. What we want are the same Constitutional rights as other citizens of the country. He hoy the members of this assembly would look after this thing, and not suffer such a bill to become Mr. Plowden made remarks of a similar tenor. He was reed to having any franctise except full and free suffrage in this District. Congress would not dare to make sucha Dill into law for this District. Mr. McDonald said he would be satisfied with the same kind of franchise law as the people of Ohio, Penns yanla or Connecticut now enjoy. He moved that the resolution be amended So as to make the franchise laws of a character similar to those of the states named. CONGRESS AND THE DISTRICT PEOPLE. Mr. Jullien said the difficulty in the way was ‘That the Constitution of the United States gives to Congress the exelusive jurisdiction on all matters connected with the District of Colum- bia, and the citizens have no rights excépt those Congress chooses to give them. He could see nothing to complain of as it stands now. Con- <3 Is pledged to furnish one-half the means rrying @n the government. Would Con- gress give us franchise and furnish one-half the means to improve our cities? He thought not, re with his views he should oppose the resolu- tion. Mr. Campbell defended the resolution, con- tending that Congress could not foist a heavy debt upon the peopie and then ve them to pay it. Congress is morally and legally bound to pay for the expense they have incurred through their own agents in this District. He thought, Congi ould pay at least two- thirds of the expense, as the government has the control of the plans of the streets and ave- nues. that no more restric- THE UPRISING IN MAINE. Mr. Hamiiton said the uprising in Maine was in consequence of the djsfranchisement of its citizens. For the same refSon the disquiet exists in this city, and there 1s no more reason why suffrage should be denied here than elsewhere, Who opposes suffrage here? The democratic party and every capitalist in the District. In his state (Kansas) such a condition of affairs would not be tolerated for an hour; and here in this District the same right of suffrage exists. This is a fundamental right which Congress cannot deny citizens anywhere. Mr. Roseberry asked what party it was that took the right of suffrage from the District. Mr. Hamilton said it was the capitalists, and most of them are weil known democrat: THE PRESENT GOVERNMENT THE BEST. Mr. Roseberry said he thought corruption was at the bottom of it all. He thought the present government here was the best they ever had while he had been in this city—thirty years. He EI did not wish any change, and hoped there would be none. Mr. Plowden thought the con- dition of things worse here now than ever be- fore. Here vers have to work for anything they can get ile our prisoners go about our streets working in the chain gang. Mr. Jullien id this chain gang plan is in operation in South Carolinia, Virginia and Georgia. Mr. Plowden said that was the first time he ever knew it. Mr. Beron was opposed to the terri- torial form of Gorerunens, either by franchise or otherwise. Ie was in favor of franchise. He wanted a voice in public matters, and did not like an empire or dictatorship government. THE SUFFRAGE RESOLUTION TABLED. Mr. Roseberry moved to lay the resolution on the table; carried, and the resolution, with the amendment, was laid on the table. Mr. McDon- ald made a motion that hereafter all meetings be secret after the next one held; laid on the table temporarily. Amusements, &c. Forp’s UrERA Hovse.—“On the Pacific” was presented at the opera house last evening. It is a very pleasant mixture of incidents of travel on abig steamer, and fun, songs and dances by a company of excellent artists. The fun of the piece is contagious. The idea of the sea voyage is well worked out, and the spice thrown in from all quarters gives it an excellent flavor. Mr. Ford’s company, led by Mrs, Germon and Mr. Denham, kept things going at a lively rate, and made the evening a most pleasant one. NATIONAL THEeATER.—Admirers of rles Reade's vigorous and picturesque novel “Waite Les” with iis interesting plot, crisp dialogues, and powerful dramatic situations will be well satisfied with the way in which its strong points are brought out in the play of “The Double Marriage” performed at the National last even- ing by Kate Claxton and company. The char- acter of “Josephine” by Kate Claxton is, how- ever, rather too lugubrious—too much in the “Two Orphans” style in fact. She ould “brace up” in the first scenes. “Josephine” was a French woman of some strength of char- acter, and with her native French vivacity until broken down by the complications which sur- rounded her. ‘The company gives her good sup- port, even down tothe baby, who was called fore the curtain, and received the plaudits of the audience with commendable sanqfroid. An old Washington favorite, Mr. H. B. Phillips, played the part of the doctor and friend of the family in usual careful manner. ‘The Double Marriage” again to-night. ITALIAN OPERA.—The opening of the sale of seats for the Italian Opera takes place to- morrow morning. Forrest HALL,GEORGETOWN.—The third grand levee, of Hermione Lodge, No. 12, K. of P., to be given here to-morrow evening, will be a pleas- ant affair. THEATER COMIQUE.—The drama, “Across the AUiantic,” now performing at the Comique, is full of interest and very sensational. The va- rieties, as usual, are of the first order. A CONCERT AND ENTERTAINMENT by the West- minster Presbyterian Sabbath school, will be given in the lecture-room in the rear of the church, 7th street, between D and E southwest, thisevening.
