The Springfeld Repubtican ts of the opinion that the United States diplomatic establishment could be dispensed with, without harm to any Of the interests of the government or people. It calls attention to the fact that the English and Russian missions have been vacant for six months or more and during that tin ‘tween our government and those been attended to as promptly and settled as ex- peditiously as when we were represented by ministers. Minister Noyes has spent but little Of the past year In Paris and he proposes coming home for the best part of next year to take part in the presidential canvass By his continued absence from his post he tacitly admits that there is nothing for the minister to France to do. Minister Goodloe has returned from Belgium and will remain at home for months. Minister Dichman, appointed last June, is already bac! from Columbia and = Minister Kasson’s absence from Vienna is also pointed out fa support of the theory that these costly diplomats are not necessary to the continuance of peaceable relations between the United Staies and foreign countries or forthe transaction of International busine: The Re- publican is but giving voice to a wide-spread sentiment when It argues that the American people do not get value received for the mgney paid to maintain a diplomatic establishment. Public sentiment in this country looks more to utility than ornament, and the masses who support the government watch closely the ex- penditures. They would not for the sake of dollars and cents deprive the government of anything that goes to maintain its glory or assert its equality with the best of nations; but they care nothing about following a custom because it obtains in other countries. The habit that has prevailed for some time among the American ministers sent abroad of absenting themselves for months at a time from their Posts of duty, has done more than all other in- fluences combined to build up and strengthen the feeling that this government could get along very well without such ministers. The French crisis appears to have ended with- out the usuu! sccompaniment—in that country— of barricaded streets, violence and bioodshed. M. de Freycinet has formed a new cabinet, with himself at the head as premier and minister of foreign affairs, and matters of state are pro- gressing smoothly and peaceably. Only three members of the old cabinet remain—M. de Frey- cinet, who succeeds Waddington; M. Lepere, minister of the interior and of worship; and M. Jules Ferry, minister of public instruction. The new cabinet Is not as radical as was expected, but, on the whole, it is considered as good a one as could have been formed in the face of the divisions of parties in the assembly. The de- mand of the republicans for all the government patronage has led to this “crisis,” as it is termed, and the new cabinet intends to meet the de- mand. All “reactionary officials,” as those not republicans are called, are to be removed and their places filled by men of the ruling political faith. This seems to be all there is in this “crisis.” A lot of hungry office-seekers have made such a howl that they must be provided for. Meantime the people have not been at all disturbed by this hubbub among the politi- clans, They seem to have had a true conception of the whole affair and to have rated it at Its true worth. The turning out of a lot of “impe_ rialists,” etc., to puta lot of republicans into iminor offices was not a matter for business men to bother with. They léft it to the politicians, and it is they who have made all the fuss. —_—_—_—_<ee-___. ‘The fearful loss of life in the railroad disaster at the Firth of Tay, last Saturday, ought to open the eyes of the people of Great Britain to the folly of locking themselves up in trains. It is hard to break up old customs, but such sad experience as this should convince the most ob- durate “old fogy® that the practice of locking the doors of every railroad car while in transitu is as dangerous as {t is unnecessary. Of the 90 persons who went down in the Firth of Tay, how many might have saved their lives had they been able to release themselves from the locked cars can never be known. It is highly probable, though, that some would have escaped. had they been in a position to get to the surface of the water, and the possibility of saving a Single life in some future accident should be sufficient to do away with this custom of locking up railway cars. —_—_—_—_\_<_ce-—____ Late advices from Maine state that Governor Garcelon has decided not to submit the ques- tions propounded by Mr. Morrill to the supreme court. This leaves the contested question for supremacy to be determined by other means, and at the present writing there nothing to indicate what course the republicans will pur- sue. Atamass meeting in Belfast, last night, Governor Garcelon said he would not apologize for “anything he had done or left undone,” and his further remarks leave no doubt but that he intends to let the legislature settle the contro- versy. He said “the legislature will undoubted- ly do justice by the cities not represented.” The conference between the governor and the mayor of Augusta, and the latter’s assurance that the civil authorities may be relied upon to preserve order upon the assembling of the legis- lature, show that the governor ts determined to maintain the position he has taken. Meantime the counsels of cooler heads seem to have pre- vailed among the people, and, whatever may b> the outcome, it now looksas !f lawful and peace- able measures will prevall. ——-+-e -—__ ‘The case in Maine may be summed up as follows: Gov. Gareelon and his council in thwarting the will of the people as expressed in a majority of over 5,000 for the republican candidates for the legislature on the popular Vote, have achieved a victory for the fustonists that is worse than a defeat, so far as their future is concerned. At the same time, as the decisions of Maine courts have been nearly uniform agatnst counting defective ballots, even when the intent of the voter was clear, it is probable that the governor and council can make a stand on the strict letter of the law. In this aspect of the case the republicans will manifestly make a mistake if they resort to any violence to right themselves. They had better grin and bear it this year, and next year see to it that mo carelessness in voting or making returns shall count against the big majority ‘they are quite certain to pile up, with popular sympathy on their side. —_ --2-e —____ Judge Black, of Ohio, has rendered a decision to the effect that the organization of trade unions is contrary to the laws of Ohio and the Constitution of the United States. This decision ‘will scarcely stand the test of higher courts. If there is anything in the Constitution of the United States prohibiting artisans, trades peo- ple and working men generally from organizing associations, its discovery is due to Judge Black. ——~-____ ‘The colored youth Hart has put himself at the head of professional pedestrians in this country by having made a better record than any of them. He won the match which ended Saturday night, having walked 540 miles, 10 miles more than Rowell’s best time ina six days’ contest. It is said that Hart's backers intend to take him to England to compete with Rowell for the champion belt, and his recent tramp gives assurance that he would stand a good chance of winning it. He has yet to beat ‘Weston’s London record of 530 miles before he Can take the position of the fastest walker. in ‘the world.
