Arnold, of the fifth police pre- einet, to the office of Teutenant, vice Chas. M. Skippon, reduced to a patrolman; Acting Ser geant Daniel Slattery to be sergeant, vice R. Arnold, promoted; Edward Mciienry to be axt- ing sergeant, vice Slattery, promoted; J. T. Hollinberger to be station-keeper, vice Cassidy, dismissed; and James Maher G4 inted laborer, vice Hollinberger, romoted. e reduction of Lieut. Skippon to the ranks has been in contem- pes for some months, and the delay has een caused by the hope that Lieut. Skippon might recover his health. The reports made from time to time by Dr. Godding, of the insane asylum, where for many months the lieutenant has been an inmate, have indicated that his physical as well as mental condition has been growing worse, instead of better, and that little Hope remained of his Gee being able to resume duty on the force again. In view of the ex- cellent record of Lieut. Skippon, the District Commissioners have been reluctant to take any action, wnUll a recent order was given the police surgeons to visit the asylum and make a thorough examination of hin. The report maade by these surgeons was of the same tenor as those made by Dr. Godding—that the Lieu- tenant would never be able to return to duty. In view of this fact, the necessity of keeping up the efficieney of the foree, has compelled the above action. The order goes into effect the ist day of January proximo. The many friends of Mr. Skippon will be pained to learn of his sad condition, ashe has been an excellent officer and an upri ht citizen. Lieut. Arnold is well and favorably known in this community, and his many friends will rejoice that he has been selected by the Commissioners to sueceed Lieut. Skippon. RELIEF OF THE POOR. .
