Msaons Stuffing and Starving. ‘We read ipone of the New York papers that is in the up town wards of that city so crowded that 1,600 pupils have been Tefused admittance. The same state of facts exists in greater or less degree in nearly every elty and large town in the country. Indeed, the circumstance has become s0 common that it no longer attracts much notice; and yet there 4s nothing that just now more needs attention and reform. What would be thought of the head of a large household who would regularly Beat the strong and already well-fed members of his family to a luxurfantly-spread eight or ten course dinner, while he persistently kept the weak and hungry portion of it entirely away from the table? Yet that ts precisely what is being done five days in the week by a large majority of the educational authorities in the United States. What this country needs, nearly if not quite AS much a5 good crops aud prosperous times, 13, a change In I's public school system, whic’ will @tonce and forever do away with the large, showy, expensive and dangerous buildings, now 80 Common, with thelr high and fancy courses of study, and substitute for them plenty of Small safe, well-lighted and well-ventilated School houses, where the rudiments of an edu- cation which will ft 1 forthe ordinary pursuits Of life can be given to every child tn the land. ‘That fs the true alm and end of a public school Bystem properly understood and wisely and faithfully administered. When it has given an elementary instruction to every boy and girl in the country. and not till then, has tt fulfilled its mi-sion. To this much every child has a Tight. The State has discharged its full duty ‘when, and not until. it has given this much. If @ny parent wants more than this for his chil- Gren, let hit send them, at his own expense, to One of the excellent private schools or colleges abounding everywhere. He has no farther claim on the public treasury in that direction; and under no circumstances or pretext should he receive a gratuity from it until the just claims of his poor and ignorant neighbors are rst satistied +02 -—____ Political parties condemn the system of as- Sessing candidates and oftice-holders for cam- paign purposes only when it Is applied by their Opponents. In Washington, where the money thus derived all goes to the republicans, it is the democrats who denouace the custom; but In Philadelphia the situation is reversed. ‘There the democratic party imposes a double assessment upon those who hold office and those who hope to, and the republicans are ‘pointing this out as an evidence of political de- pravity. In that city the democratic party 13 divided into two factions, and each has its cam- Paign committee, which imposes its assess- ments and enforces coliection. ——$—$—$_$_$_+-—_____ A call has been issued for the ex-confederates In Philadelphia to meet and organize prepara- tory to taking a part in the welcome to bee: tended to Gen. Grant. The men whom the General conquered seem to be about as enthu- Blastic in their demonstrations of welcome as any others. ——_____-«-—____ ‘Between noon and 9 p. m. the other day, Sen- ator Blaine traveled one hundred miles and de- livered four political speeches in Obio, in as many different towns. Thus does the busy B. dupprove each shining hour, ———___-+ee Within the past three weeks three white men have been hanged in Arkansas for murder. This looks as if the authorities of the state Meant to put down the pistol, bowie knife and shot gun. —<—<—$_++__ In the dearth for news, a paragrapu started by a Florida paper stating that the negro Is never known to sneeze has gone the rounds of the papers unchallenged. The ‘curious fact,” however, turns out to be no fact at all. Ne- Broes sneeze all the same as whites, though, perhaps, they are not quite as sensitive to hay fever, colds, influenza, &c. ——~-____. Between the mysterious fate of Professor Wise and companion and the fatal accident ‘Which befel a couple of balloonists in San Fran- isco yesterday, there ts likely to be a little lull ateur wronautics and a general weaken- of faith in the probabilities of successful ferial navigation. It is all well enough togo up for a short view in a well-constructed bal- Joon that is connected by a strong cabie with Solid earth; but when you cut away all connec- tion and go soaring into the blue empyrean, so to speak, the case is différent, The chances for Betting back are of course just as good, but Where and how? It is here that the difference comes in. —____--_______ ‘The New York Times to day has an elaborate @rticle regarding the condition and prospects of the real estate business in that city, giving the views of several of the most experienced dealers. The exhibit indicates that while there isa genuine and considerable improvement in ‘the demand for real estate, it 1s not sufficient to Warrant speculation. If anything were needed to bring walking matches and that whole line of entertainments Into contempt with all classes of people—de- cent sportsmen as well as churchmen,—it ‘Would be furnished by the action proposed to be brought by or on behalf of the pedestrian Hart against Weston, Ennis and Krohne, his brother contestants in the late walking match, for that portion of its proceeds which they re- Celved, on the ground that owing to an tneor- rect measurement of the track they really had Not accomplished tie distance with which they ‘Were credited when the division of money was Made. If that fact were established beyond doubt, there would perhaps be a technical Cause for complaint or action, but still none based on equity or good faith between man and man. If the track wasa fraction short, these three men were not responsible for the error Nor cognizant of it, and nobody pretends that they could not easily have made the requirea distance if they had any reason to suppose they ‘thad not already covered it. There 1s common- Ay supposed to be somewhere a sort of unwrit- fen but generally recognized code of, ‘ honor” among thieves, gamblers and sporting men, ‘which secures substantial justice in transac- Zions between themselves, quite outside of le- Balenactments. It would seem, however, from ‘She talk of such an action that it ig not consid- red to be uniformly binding, even by those gwho pretend to be governed by it. ——$—__—_§_<.-____ ‘The cabinet makers of Louisville, who struck Wome days ago for an advance of fifteen per Went. in their wages, have won their polat. The Mnanufacturers have agreed to comply with the emand and the strikers agreed to go to work ——__ + +-______ ‘The business men of Deadwood proudly de- Biined to accept outside aid, after their town ‘Shad been destroyed by fire. In reply to proffers ‘Of that kind they satd:—“Only give u3 a little Aime and we'll be all right agata.” ee ‘Wheat advanced three cents Per bushel Sat- ‘Urday in consequence, mainly, of the im: Fe ‘ment in the English markets reported ake Whe opinion 1s that it will hold its own or even Sontinue to advance, and western millers have Selegraphed their eastern agents to ‘Stop Selling Mour at any price. The millers and brokers are Getermined to hold for a big advance. An order from the east to Milwaukee, Saturday, for 30,000 barrels of flour was refused, and consumers ‘may calculate upon paying more for breadstutrs 4m this country hereatter. —_—__.-___ jee now epee that Mr. Gilbert, author of 3 Ubretto of Pinafore, plagiarized from Aulus Placcus Perstus, the Roman satirist, who wrote eet an: 1800 years ago, That charge won't Pount, as Persius’ claim ts barred by the statute ‘pf lmitations, and other Becret Hociety mer Jo: ay thecaaelyes oo gether fur mutual beneht, with secret oaths, and it behooves ali opposed, to such institutions to orga- nize snd know each other for protaction.
