THE EVENING STAR. WASHINGTON ‘THURSDAY.. «October 2, 1879. CROSBY 8. NOYVES....Editor. Double Sheet on Satarday. The advertising columns of Tug STaR con- tinue to be so crowded that in order to give Its readers their quota of reading matter another double-sheet will be issued on Saturday. Yes- terday there were 60 new advertisements en- Croaching upon reading space. Advertisers and ews dealers will please send in thelr orders as early as possible for the enlarged and extra edition. Late ordersremained unfulfilled last Saturday. The New York Election Inspector Muddle. The time prescribed by law for the appoint- ment of election inspectors in New York city expired Tuesday night, and only three out of the four required for each poll were appointed. ‘The two republican inspectors allowed by law to each polling place were conceded and ap- pointed, and then a third, taken from the anti- ‘Tammany list, was agreed upon. This left still One more for every voting precinct to be chosen, and over this one the fight is raging. The two democratic members of the police board de- manded the. selection of antl-Tammany- ites, while the two republican com- missioners contended that Tammany should have the fourth inspector. Tamma- by Hall applied to the supreme court for a mandamus to compel the police board to show cause why it should not appoint the fourth inspector for each poll from the Tam- many list. The mandamus was Issued by Juage Barrett and made returnable to-day. This was generally regarded as an indication of victory for Tammany, and scarcely had the order of the court been made public when Mayor Cooper cited the police commissioners (with the ex- ception of Wheeler, whose right to a seat is pending before the courts,) to appear before him at 3 o'clock this afternoon and show cause Why they should not be removed for having failed to appoint the four inspectors for each poll, as required by law. This order of the mayor 1s looked upon as a flank movement, dictated by Tilden, to prevent the mandamus of Judge Barrett from being made effective. Should the mayor re- Move the police commissioners or cause the two demoerats, whom he controls at will, to Tesign, this would leave the board without a quorum, and it would not be practicable to farry out any order of the couit directing the appointment of Tammany inspectors. The affair has assumed a shape that brings the shrew dest politicians and wire-pullers of New York in sharp collision, and the outcome ts ‘watched with a great deal of Interest. Accord- Ing to the best legal ability, the appointment of three inspectors for each poll provides a quorum, and allays all alarm in regard to the possible disfranchisement of the city. It 1s held that three inspectors are sufficleat to open and conduet the polls legally. Until their case 1s finally disposed of, and it appears whether or not they were regularly and lawfully dismissed, there may be a good deal of sympathy felt for the fremen recently put off the force in this city for alleged pllfer- ing of some lunch material left in their charge by Commissioner Hume. The manifestation of sympathy in an {ssue between employer and an employe. and especially in an instance where it Is claimed that power has been unjustly used by the former, is as proper as it is natural. But in this case the real interest the public has in the matter is whether the charge against the dismissed men 1s true or not, rather than as to the suffictency of their dismissal. If they could Rot keep their hands off edibles and drinkables placed in their charge, or even left without pro- tection where they happened to be, it is clear that they are not fit for the position of firemen Whose duties often take them into houses where many articles small in size but of great value are exposed to view. The fact is, that a fireman’s cervices are more {mportant and con- fidential than they at first seem tobe. Not Only is muscular strength and endurance need- €d to fight the flames, but also sound moral qualities, which will enable their possessor to Yesist temptation. If these men are guilty as charged, the public verdict will therefore be that they ought to be driven in disgrace from the force, whether the Commissioners have technical power to discharge them or not. $$ —____. ‘The bad quality of the gas lately, causes a loud enquiry. for the gas inspector. ‘The New York Times has sent 1s cor corps of in- terviewers to Chicago to get the views of the deading men of that city about the chief politi- cal sensation of the day—the approach of Grant andthe prospects of his renomination for the Presidency next year. The democrats dtd not express themselves very freely on the subject, but the republicans were quite unanimous In the opinion that Grant’s nomination was proba- ble, and would be tantamount to an election, ‘They hold that the third-term objection 1s not operative now. The objection to a third term isthata President in office, desiring a longer lease, has the power to set up the pins for his own renomination. As Grant has been out of office one intervening term, this objection can- Dot apply. Some important suggestions are made in the communication elsewhere upon ‘ Consumption Ld Waste of Water.” —_~--—______ ‘The products of the sterile state of Maine have heretofore been briefly enumerated as granite, ice, and good young men; but it would Seem that gold, silver and copper may now be added to the list. In addition to the discoveries of “paying ore” of the precious metals, it is ow reported that arich copper mine has been developed in the vicinity of Mt. Desert in Han- cock county. It is not ‘necessary nor wise to cite the fact ‘That a man recently became insane after hear- ing Col. Ingersoll lecture, as evidence of the ‘wickedness of that eloquent gentleman’s teach- ings. As is well known, a great many persons have lost their minds after and in consequence of hearing sermons of the most orthodox charac- ter. The difficulty in such cases is generally a Constitutional one with the hearer, rather than with the speaker or his subject, though of Course {n some instances both may have an ex- citing effect. —_ Mr. McCullagh, editor of the St. Louls Globe- Democrat, who first applied the word boom to the Grant movement, says he used the term in tbe sense that it is applied toa sudden and irresistible rise in a river; he wanted a term to imply that the Grant movement was sweeping everything before it, and he chose the word “boom.” -—_—___—_ ‘The work begun tn the Georgia legislature by Col. Alston, who was murdered by Cox, of pro- > puring a repeal of the law authorizing convicts % be hired out, 1s being carried forward by Senator Boyd and several others. The system is described as brutal andinhuman, The con- ‘Victs are worked from early morn till late at night, and only half fed andclothed. In some camps the mortality among them ts as high as 40 per cent. Bioodhounds are kept to track those who escape and altogether, if one haf that 1s told of the system in the hallsof the legislature ts true, it 1s a disgrace to the state. Nearly all the convicis are colored people, and ‘very many of them have been sentenced for Comparatively light offenses. It ts charged ‘that the lessees derive a large profit tromsell- ing freedom to convicts who are able to pay for Mt, Or, Who heve friends willing to pay. Such fonvicts are permitted to escape while at their ‘work and are never recaptured.
