REFUNDING OVER-PAID WATER TAX. The hallways leading to the rooms of the water registrar and District treasurer have been crowded all day with ens for a rebate of water rents paid. The process for applicants Is to take their old bills to the water registrar, who gives them a certificate of the amount due them; the applicants then have to -o to the rooms of the treasurer, where Mr. ‘oss A. Fish fills up a blank check for the amount due such applicant, who takes it to Mr. Dodge for his signature. BREACH OF PROMISE OF MARRIAGE.—In the Police Court this ee Wm. Marsha'l, a rather spruce looking black man, was cha! with an assault and battery on Mary Hill,a well-grown yellow woman, on Weduesday ev - . Mary testified that she lived in Po- tomac City and Hill at Good Hope, and he had been at work at the asylum and had been dis- cl d, and he had engaged to marry her wher he got paid off at the asylum. She went to him for he had got her ina terrible state, and she wanted to know what he was going to do tokeep the disgrace off, but. he sald that he could not marry ber because his uncle had lost bis wife and he had togive all his money to him to help bury her, and that his father was sick and his mother was sick. When she found this was not true she saw him again on Wednesday, and she told him that she belonged to chureh 8nd the society, and he ought not to ce her, when he sald: “D—n you, I'll choke your heart out,” and struck her, biack- Sng her eye, &c. testified that she Stopped him as he was on his way home with medicine, and he sald “I can't stop now, for my father 3s sick, my mother Is sick, and I a'int well,” that he went on, but subsequently she met b'm and said he was to a “yaller werch’s house,” and she grab! him, and as he was going in *'s house she grabbed him, saying she woula ..v his “infernal hazlett that night,” and she struck him. Miller and Ida Dixon. The latter testified that op the 19th tnst. Mrs. Freer used the most in- suiting jenguage to them, and they were cor- roborated by Mrs. McPherson, and t cs with a bumber of witnesses, test bad language was used by Mrs. McP Worst she (Ida Freer) said was it MePherson was drunk. The court dt the case. that the Mrs. 15 A DistRicr Witness A PRIsONER.—John Sher- Man (uot the Secretary) was to-day in tbe Police Court. the complainant against Kichard Sydnor, whom he charged with the larceny of & patr of pants and coat from him (Sherman), who testified that he was working on a row of houses on 16th street, between S and T streets, and the accused was working in the same neighborhood. After missing the clothes (Sherman) a few days afterwards saw the a cused with asuit just like them, and after se ing him several times he asked Snyder abot them, and he said he had bought them from 2 negro. Sydnor then promised to return them if witness would not prosecute him, but falled todoso. Sydnor took the stand and testified that he bought the clothes from a colored man for $2.50. A inan named K. T. Brown was with him atthe time. They were in the same bust- bess once—witnesses in liquor cases. UNFUBLISHED CORRBSPONDEXCE BETWEEN GEN. MEIGS AXD THE DISURICT COMMISSIONERS. Scmh time since Gen. Meigs wrote to the Dis- trict Commissioners a letter reviewing their publisted statement on the water question. To this letter they replted last week, criticizing some of the points in Gen. Meigs' letter. To their reply he sent a rejoinder. last. ‘on Sati Gen. Gen. Meigs favors the abolition of the water tax altogether, and thinks the expense of the supply ought to be pald out of the general fund. . DeaTo OF RIcHaRD F, Borskav.—Very sin- cere regret will be felt for the death (to-day) of Mr. Richard F, Botseau, announced in another column. He has been sick for a long time of consumption, but with turns now and then for the better which gave h's friends the hope that he might recover. Mr. Boiseau has Deen identified with Journalism In Washington for many years, and has aware held aliigh rank for probity and capacity. He began as a reporter upon the Republican, and alterward was for many yeais employed upon THE Srak in the ‘same capacity. He then accepted a position upon the Associated Press, where he has for years done excellent work, especialty in re- porting the Senate proceedings. It is sate to say that no reporter of the Senate debates ever made more satisfactory condensed reports, both to the Senate and the public, than Mr. Boiseau. Though yet young (37) at tho time of bis death he nad Taade a first-class reputation tn lis profession; and he was In @ special degree noted for accuracy and honesty. He leaves an estimable wife and three children to mourn his great loss. Iiis youngest child died only a few Weeks ago. THE CAsE OF ITaLtan Joz.—To-day, in the Police Court, Joseph Zurick, better Known as Italian Joe, was arraigned on the charge of ob- taining six railroad tickets by false pretences from John 8, Barbour, receiver of the Virginia Midland R. K., for $5.25 each—the full price being $10.50 each—by falsely representing that he was an agent of the French Benevolent So- ciety. Mr. J. E. Norris sprees for the ac- cused. and made the point that the fnformation was defective, and the court sustained ‘the point. The defendant was heid in custoiy that the information might be amended. Guat Acie ‘THE RCack DRFALCATION.—On Saturday Dr. Liebermen, who was on the bond of Wm. R Roach, late cashler of the Citizens’ Nattonai Bank, paid to the board of directors $25,000. the full amount of his surety for Roach’s probity. Mr. Roach has transferred to the bank all his real and personal property, and acknowledged a fe gece against himself in the sum of 215,000, which will meet in full the defalcation, en first stated in THB Stak aggregated 10,000, To BALTIMORE TO SEB THE NEW OPERA.— Quite a large delegation of Washingtonians, consisting of members of the Cabinet, officers ot the army and navy and representatives of the local and outside press, will leave by the Baltimore and Ohio railroad this evening at 5:20 o'clock, to attend the 0] ing of the new opera entitled ‘Electric Light,” at Ford’s Opera house, in Baltimore.
