Neither parents, pupils nor teachers can reasonably expect the school-board, after their discouraging action at the last meeting, to sat- isfy the pubile destre for a reform in the course of studies. Perhapsunintentionally, the board place themselves in the attitude of resenting the idea that it is possible to improve any thing which they or any part of their number have Permitted to exist. They have not, to be sure, rejected as yet any specific recommendations of the report of the committee on text-books, Dut they have stricken out the state- ment of facts and general conclustons, prefacing the recommendations, upon which the latter are based. The fate of the recommendations may be guessed when the facts which justify them are dented. But have the majority of the school board any good reason to be hurt at the suggestion that the present course of studies can be Improved? ‘The course was introduced experimentally, and was conceded to be capabie of improvement by the trustee who drew it up. The board them- Selves have said from year to year in thetr an- ual reports: “It is not expected that this course of study will prove to be in every par- ticular perfectly adapted to the wants of our schools, and as experience shall discover defects they wil) be corrected.” Last November the committee on text books were instructed to examine the matter ard report any necessary changes, the implication being that there were such. If then tt has been generally recognized that the course can be improved, the old trustees who remain on the board have no reason to feel ag- grieved if a committee appointed to suggest improvements report that they find tatngs to improve. It fs only on the ground that the old board was infallible that proposals to change the course become reflections upon them. Hence ‘the minority report and the substitute are insults of the same nature as the majorit_ report, less only in degree. It would be comforting to be assured that the District school board, not merely the present one, but all its predecessors and, presumably, its successors, can {ntroduce nothing that ts faulty into the schools, even experimentally, if 1t were not for the plain facts which contradict the assurance even though the school board themselves have sald it. It does not seem possible that a tender consideration for the supersensitive- ness of some members of the oid board has caused this action. The majority have not Shown that-respect for the feelings of others isa controlling motive with them. On the ab- ‘surd plea of defending the old board from a con- ‘structive reflection, they have directly retlected upon capabie and intelligent gentlemen consti- tuting the committee on text books, whose Statements of fact they pronounce to be the opposite, even in respect to some matters upon which there can be no dispute, by the indis- criminate expungement of them from the re- port. We are left to infer that a majority of the school board are not in sympathy with the wide-spread feeling, among those whom they are appointed to represent, that a change in the present course of studies is necessary. The parents may still do the teaching, the teachers be limited to catechizing and revising, and the pupils continue to be crammed. Davis for governor by the Maine re- publicans wasa triumph for Sesator Hamlin over Senator Blaine. Keport had it that Blaine and Hamlin were “out,” and that the latter haa been hard at work manipulating things to pre- Vent the nomination of Biatne’s supposed can- didate, Eugene Hale. According to later re- Ports from Maine, it appears that the nomina- ton of Davis was not the work of any “ring,” but that his name was brought forward in the Fourth Congressional District detegation meeting, by a Piscataquis county farmer, who said the people up his way wanted “Honest Frans Davis.” A ballot of the delegation showed Davis to be the general caolce, and his nomination in the convention was the result of ‘Ubis spontaneous movement in that delegation. It is sald further that Mr. Blaine, in the critical position of the repubifcan fortunes in Maine, did not think It good policy to nominate a can- didate like Mr. Hale, who, however able, had the prestige of defeat in his own Congressional district. It is stated, also, that Mr. Blaine will enter at once upon the active work of “organi- zing victory” in September. The Maine re- publican managers feel rather ashamed of the manner in which they were surprised last year, and do not mean apparently to be caught nap- Ping again. ‘The counsel for Chastine Cox, whose name has been mentioned in connection with the Hull murder, are anxious that the public shall not prejudge their client.
