Herald Some Curious HK: s of Our Indian ‘The recent dispatch whe gave information that a band of forty Kiowas having left thelr reservation, killed a Texan and then returned, is the latest, though, doubtless, not the last chapter in a story which Is interesting In ttself and doubly interesting asshowing some curlous Yesults of our Indian policy. In the autumn months cr last year !t was found that the Klowas and «amanches near Fort Sill needed food in addition to the inadequate subsistence provided for their support, In-uflicleat appro- priation by Congress 1s consequently the head- Ing of the first chapter, for it does not appear that the agent in this case squandered the sup- pile previded To obisin fool. hunting par- ties were organized. Detachments.of troops from Fort Sill and Fort Renoaccom panied them to prevent collisions with tne whites. The hunt was unsuccessful The Indians collect on the border of Texas, the buffalo being across the line. They are without food and so far from the agency that relief cannot reach them in time to prevent starvation. Taey are in the midst of vast herds of cat- te; but the military are prohibited by Jaw from either issuing any military supplies to Indians or from contracting any Habilities through the purchase of cattle even to save human I'fe; and if the Iudians themselves should dare to touch the herds, host!'lities would follow along the whole border. The Kto- ‘was, thus tortured with the pangs of Tantalus, id not cease to be patient or forbearing. Even the cattle herders praise their conduct. To prevent the death of the Indians by starvation, they were permitted to cross into a wild. ‘unsettled portion of Texas, accompanied by the military, im pursuit of the buffalo. ‘It isa wise rule that the Indians should not be allowed to leave their reservations, but this ‘was a case In which its violation was not only excusable but unavoidable. When the Indians ‘and troops had crossed, a small party wasjsud- denly attacked by a detachment of Texas mill- ta and one of the Kiowas was killed. This action is generally conceded to have been an unprovoked and inexcusable murder. When the Kiowas finally got back to their reser- ‘vation they had molested neither life nor Property; they had not done but had suf- fered all the injury. They believed that the murderer of one of their number would be punished. But time passed, and the State of Texas took no steps to arrest the mur- derer. Then forty Kiowas crossed into Texas, and, meeting three whites, permitf®d two to eccape, killed the other, a life fora life, and then returned to their reservation. The short- sightedness of Congress, military red-tape, and the unreasoning and ungovernable hostility of Surrounding whites have coutrivuted to bring the Kiowas at one time to the last stages of ‘Want and suffering, to make of no value their forbearance and the precautions of their friends, ‘to cause the death of an unoffending Indian and an unoffending white man,—and the story ts Rot ended. ‘The success of Parole in the City and Suburban race to-day is more of a triumph for the American stable thaa in his winning the Newmarket handicap. He was heavily hand!- capped for this rage on account of his previous victory, and he had also to run to-day in a ned Of eighteen, In which all the jockeys naturally combined to prevent him from getting to the front. As Parole was not considered by Amert- can racing men as a good horse in acrowd, there was no little misgiving that he would not be able to repeat his victory. With the result to-day, the Britons will begin to think it worth while, perhaps, to give some attention to the other horses in Lorillard’s stable,—Uncas, the Duke of Magenta and the rest. —__o-e—____ “Mechanic” elsewhere expresses fears that our reports of the business outlook here and of ‘the building operations in progress or contem- plated, will cause tramp mechanics to resort to ‘Washington, to the injury of our home me- chanics. We think his apprehenstons are aot ‘Well grounded. The data presented in our arti- cles served simply to show the substantial na- ture of the grounds for believing in the steady growth and future prosperity of the capital city of the nation; and thus give assurance to capitalists and those seeking homes here that money expended in handsome permanent im- provements in Washington would be safely in- Vested. The facts we presented all teaded to inspire this confidence, and our correspondent, ‘will not fail to see that every dollar expended here in improvements under this feeling of secu- rity must serve to give emdloyment to him and his fellow mechanics. As rezard3 the outside tramp mechanics we do not believe they will supplant our capabie home mechanics. The experiences from the botch-work of the tramps hhas been 80 unsatisfactory that no builder or contractor of any standing will employ then. ‘The building operations of the present year are not of the cheap sham sort that afford an open- ing for the employment of cheap tramp labor. Good work is required, and if any contractor attempts to introduce scamp work he will be Jikely to hear from the owner of the property. In the case of the government work the con- tractors should be made to understand that home mechanics known to be capable should have the preference over unreliable floating labor. ———— It ts said that the express companies, with a few exceptions, have resoived to maxea new Classification of rates to regain the ground that has been lost by the competition of the Post ‘OMice department through: the money order and registry systems. The lower rates charged by the department fer the remittance of smill amounts of money and for the transportation of small parcels have made the:nselves felt in the express business, and It is expecied tuat Gecreased charges for such service will resuir, ‘The extenston-of the registry system to third Class matter bas caused a vast amount of matter to go through the malls that would otherwise have fallen to the express compa ales; aud unless the rates of the department are adopted by the companies or underoid, their loss will tacres: asthe public become more and more acquainted with the means offered by the goverameat of the cheap transportation of money and parcel: A frettul_ mothe: cross chid tadicates {ll Leal b. requiring oly Ag A rn AM STILL AT If 1 AM AT IT STILL.
