WASHINGTON TIONDAY.................Apral 21, 1878. OROSRY 8, NOVES.... Editor. eerage sworn Votly 37/800- bins muck Larger bona Fd Russia’s Internal pleasantness. Phe six districts of Russia, in watch the Tevo- lutionary spirit isstrongest, are put under mar- tlallaw. Governors are appointed over them, to whom the civil authority ts subordinate. ‘These officers are given power to arrest, im- prison, transport and put to death at pleasure. Every Russian in these districts holds bis Ife and property only by sufferance. Laws are suspended, to enable the government to extir- pate law-breakers. Fire 1s fought with fire. So important are these despotic governorships considered that generals of the fame of Todle- ben, Gourko and MelikoT are appointed to them. They will doubtless find their positions Posts of danger as well as honor, more danger- ‘Ous, perhaps, than the leadership of Russians against Turks. These appotntnents are equiv- lent to the deciaration of astate of war, a Hidden war, in which no contending troops are paraded, but not the less deadly on taat ac- count. The English anti-Russian papers feeling- ly commisserate with Russia upon her unhappy plight; and, certainly, if there is any Europe in nation whose immediate future presents a darker prospect than England, if is her Muse vite rival. In view of the formidable prepara- tions made by the Czar to crush out the nihil ists, the English papers are dispsed to ques- tion his statement that the number of nifltitsts 14s “small,” and argue that the government's actions and words are contradictory. Perhaps there is as little accurate know!ledze tn regard to the numbers of the nintlists as conceruing their principles and the nature of their orzaal- zation. One of the New York papers (the Sin) has interviewed a Russian oihilist: in that city,— ne who has suffered in the cause, and who is Consequently supposed to speak with authority. He denies that the principles of the nihilists are merely destructive. They alm at the resto- Yation of the people's government waich ex- isted three centuries ago throughout the whole of Russia, in which there was a regular repre- sentative legislative body, and in which the Czar, too, was an elective ruler. He claims that the charge of immorality and ne- giect of the marriage tie made agatast the nihilists is wholly false. It is conceded that nihilists ignore the forms which the auto- cratic government of Russia prescribes as con- ‘BStituting legal marriage, bat it is asserted that nihilist husbands and wives are as firmly at- tached to each other and as faithful to their mutual pledges ashusbands and wives in any land. “The nibilists do not propose to subvert the family or to enforce novel ideas in regard to the social relations. Nor are they communists, as the term {is understood in this country, though they aim at a restoration of the old Russian custom, in accordance with which the jand was held by communities, of which cus- tom traces still remain. He confirms the state- ments that nihilist principles are strongest among the wealthly and cultivated classes, that the universities are their strongholds, and that women play an important part tn the move- Ment. In respect to the organization of the nihilists, he denies that there is a ceatralexecu- tive power. The body exists in societies or “groups,” affiliated like the links of ac iain, one group having direct communication only With another group, and not even knowing the name of any member of a third group. All im- Portant facts are transmitted, however, in the most rapid manner from group to group. Alm- ‘ing to destroy centralization of government, the nihilists do not practice it themselves. It is not believed that the present repressive mea- ‘sures will be any more effective tn extirpating the pihilists than the extling, imprisoning and putting to death that have been practiced against them for the last fifty years. The nibilists look for an opportunity of successful revolution. ——_~.-____ The New York Tribune of to-day corrects the Statement lately made in its Washington dis- patches charging upon Governor Tilden con- nection with a patent medicine firm that had evaded the payment of revenue taxes. The Tribune publishes a letter from Tilden & Co. ‘Showing that Governor Tilden has no interest in the firm, and that the seizure of the goods of the company was a matter of trifling amount. —_—_|_--____ More dissenters from the theory that Grant 1s the only available candidate for the republicans in 1880 are heard trom. The Cincinnati Com- ‘mercial thinks well of the suggested candidacy of General Hawley. That paper says of Haw- Jey, a8 compared to Grant, “he 1s at last as good as Grant in all things in which Grant Would be serviceable, has more stay and go and Work in him than Grant, and a better knowledge of decent public men. At any rate, we might try Hawley for second place with an Ohio man.” ‘The name of the “Ohio man” indicated by the Commercial is doubtless Secretary Sherman. The Springfield Republican gives the cold shoulder to Grant, and thinks that ex Governor E. B. Washburne will loom "Zp prominently as a candidate. The Pspubtican’s estimate of Wash- Durne’s qua" cations are quite dispassionate, areata It says: “ sie is not an ideal candidate—no Washburne With a training in {he spolls system of the last twenty years could be. 43 no reformer, or, it he & keeps it to himself, and offers nothing very hi = to the country, He is not ‘our man.” We have nosuch institution. We dis- play bis good points at this time, not to hazard @ prediction on them, but they seem to bea legitimate matter of news to a reat many peo- le who are quietly assuring that the country is out of ential timber and the republican party is shut up to Grant.” — It ts suspected now that the syndicate In gob- bling up the entire amount of the four per cents for the redemption of the ten-forties, had in view the making of a corner upon the Na- Uonal banks, who will need to replace the called ten-forties that may be in their hands by four per cents, and wil] now have to pay a premium for them. They are at a premium to-day of one per cent., and may perhaps ad_ vance under the corner pressure to two or three per cent. ——__—_-+-_____ ‘There is no reason why the republicans and demccrats should monopolize the clatms that Improving business, confidence in financial cireles, treedom from earthquakes, ete., are duc exclusively to the measures proposed by them respectively. It cannot be denied that since it has become generally known that, Congressman De La Matyr proposes the issue of one billion dollars trredeemable currency, 4 feeling of in- creased confidence has spread over the country, buildings have been erected in the District of Columbia and at other points, the sale of spring goods has become greater, and even the sun, which had been sulking behind ratn-clouds, has been inspired with such confidence that it comes out boldly and smiles down encouragingly on De La Matyr and the rest of us. The fact that this balmy spring weather did not come to us until after Le La Matyr had totroduced his lit- Ue bill, furnishes excellent campaign material for the greenbackers, and gives them such an advantage that they can afford to concede that the successful refunding of part of the public debt is owing to confidence in tho party in power, as claimed by the republicans, or.to con- fidence in the party comlug into power, a3 claimed by thedemocrats. Politicalarguments are sometimes fearfully and wonderfully made. No objection can be taken to the one suggested that does not apply to a large proportion of those that are seriously advanced. RRS ERIS PLS It is not probable that the young men of this generation who are put down as unlikely ever to set the river on fire will again have so good an opportunity of falsifying the prediction as the East River furnished yesterday. An oll pipe burst under the waters of the river, and the whole stream seemed ina fiame when the ou, baving risen to the surface, cang!
