THE EVENING STAR. WASHINGTON: WEDNESDAY. April 9, 1879. CROSBY 8. NOYES.... Editor. iil i Be nie | it veal a 3 S ; al E H not read; re tected manuscripts not returned or preserved. It was thought that Congress had consoll- j ‘Uated the western surveys. It appears that the matter is not settled. The army survey west of the one hundredth meridian which was disc yn- tinued by the terms of the act creating the Office of director of surveys under the Iaterlor department, and to which ) were granted to wind up its earthly affairs and to furnish It decent burial, refuses to go down to the silent tomb without further struggle. An appropria- tion of $50,000 has been asked to cusvle It to continue its work. To accede io this request Congress must upset its approved plan of a single systematic consolidated survey, substan- tlally repeal the provision of last session discon- tinuing the rival branches, and again transfer the field of labor of the government surveys from the western plains and mountains to the halls of Congress. The two distinct surveys under the Interior department would also,with- out doubt, like further appropriations. The: too, have on hand a supply of animals, tnstru- ments, outfits and material, and their experi- enced personnel must be disbanded. ———————— Just fourteen years ago to-day Gen. Lee sur- rendered the army of Northern Virginla,—or rather what remained of it after the fighting about Richmond,—to Gen. Grant at Appomattox Court-House, to the number of 27,505 men. By a somewhat curious coimefdence a soldierly- looking military company from Virginta, keep- ing step to the music of the Union is parading our streets to-day under the escort of our citi- zen soldiers of the national capital, The visit- ing company and the Washington company escorting them contain men who were in hostile Imporrep Diagcr. spotr M. The politiclans who Seek to revive the animositiesof fourteen years ago might find a lesson in the amicable under- standing reached by the soldiers who fought each other then. —___~+2-_______ The school board last night took intelligent action in the line of revising the rules of study im the schools. These rules, for which the present board are not responsible, as they were adopted some years ago, prescribe an amount of study that overtasks pupils, and teachers; and parents also, by requiring them to set up household schoolrooms for the home studies allotted to the children. The board very prop- erly decided to get the views of the teachers ‘upon the matter of the reviston of the studies. ‘One member, to be sure, made an objection to the effect that it was not proper for employers ‘to consult those they “employed”. This seems to be a singular objection, especially when ap- plied to a class of employes of the Intelligence of teachers. Asa matter of fact, the most suc- cessful employers ia any line of business are those who have the sagacity to utilize the prac- tical suggestions of their employes. Leoking upon Ohio as the weather-gange of national politics the New York Tribune see3 en- couragement for the republican campaign of 1880 in the result in that state this week. Also, the Tribunethinks the republican victory will ‘be bad news for Thurman, and“ will furnish to the lucky old man of Grammercy park another ‘cecasion to remind his party that the electoral vote of New York is essential to democratic success.” ——_—_--__ Washington, it seems, can have a “common fame” discussion in her Presbytery as well as New York. In this case common fame was not credited with specifically designating any particular person as deserving to be disciplined. Common fame merely furnished an intimation ‘to the Presbytery that many church members are addicted to attending theaters. But this indefiniteness fs no sufficient reason why the Washington Presbytery should not throw it- self into its own common fame case with all the vigor that the New York Presbytery has shown. This view of the matter seems to have suggested itself for a while at today’s meet- img, and an animated theological discussion ensued; though, it must be conceded, it was hardly up to the New York mark of spiciness and personality. —__§_<--______ ‘The New York Word, of to-day, has an im- portant interview with ex-Governor Hendricks, Of Indiana, in which be declares that he will not accept a second place on any Presidential Ucket, ——_-—___. ‘The Russian revolutionary committee grimly announce that while they will spare the Czar ‘they will kill the heads of the police depart- ment as fast as they are appointed. Talis news Will not reassure a certain Russian police func- tionary, who being threatened and fired at, sent in his resignation to escape the dangers of his offce; but his supertors showed their contidence tm him by refusing to accept his resignation. After the American political fashton they would not give up a subordinate under fire. The po- sition of aman who really wants to resign an Office and cannot, is a3 distressiag as it is novel. —— es ‘The New York Herald is sure that Governor Seymour is in dead earnest in declaring him- selfan “impossible candidate” for office of auy — —— Only about sixty soldiers were killed in the Jast reported slaughter of British troops by the Zuius, but the disaster coming on the heels ot the terrible one at Isandula will naturally have a depressing effect in England out of propor- tion to the actual Joss of life. Fresh appretien- Sion will now be felt for the fate of Colonel Peareon, who with asmall body of troops fs surrounded by the Zulu3, and who will soon be out of supplies.
