He asks if the Interest of the people, as well as a fair interpretation of the law, does not require that this work shall be advertised. ATTORNEY RIDDLE’S CONSTRUCTION OF A RE- CENT LAW OF CONGKESS. Mr. Riddle, attorney for the District, in a note to tke District Comintssioners, states as follows: “I am asked whether, under the pro- visions of the act of February 6, 1579, anybody and everybody can secure from the cullector of taxes a certificate of the status of any or ail the real property of the District of Co!umbia in reference lo taxes paid upon it. This 1s an ex- traordinary statute. lis passage must have been secured in the interest of making the ex- aminations of titles to real estate cieap and €asy, and will inevitably work the most serious mischief to the District under the narrowest construction. It requires the collector of taxes on proper application to give, under his hand and seal, a cerUficate of the taxes, general and special, then due, which are In any manner a lien on any reai estate in the District. This certificate is between the District and any sub- sequent purchaser of the property, taken as. absolute verity, and the purchaser shall take the property discharged from any assessment omitted from the certificate. Fur this paper the applicant fs to pay the muniticent price of ‘ocents. Thus for half a dollar the District is compelled to make and guarantee the accuracy and perfection of the certific: collector, and if erroneous it must ma geod. Kiddie, attorney for the District, has rendered an opinion to the Commissioners ia relation to the application of Mr. Harvy Spald- ing to apply tax len certificates, held by him in payment of taxes, in which he states that sections 153 and 159, Revised Statutes, cover the subject of such applications. By these sections it is provided that in all cases of sale of property for taxes due where the sale as not been made acco to law, and void, it sball be lawful for the proper authorities, on the application of the purchasers or other per- fon entitied under him, to refund and pay to such person the amount paid by him on account of such purchases, and also subsequent pay- ment the proper authorities shall reassess the toxes so refunded on the property, on whtca and after such reassessmeu!, te collect the same as other taxes are collected. FRAUDULENT CLAIMS. In seca aia with the mated ries 1373, ap- propriat 75,000 to pay the laborers ‘¢ loyed by contractors under the board of pnb- ic Works, who had been kept out of their ju-t dues, there have been filed with the First Con troller of the Treasury de LS Bumber of claims by the laborers, many of which, it is believed, are fraudulent. Yester- day Mr J. G. Stafford, one of our well-known District contractors, received notice from the controller that certain claims had been filed there by laborers under him. Mr. S. limedi- ately went to the porperting to have been rendered over a year ‘fore the contract under which it ciatméd to have been done was made. Mr. Stafford thinks there 1s room for many false claims to be cou- sidered and paid by collusion and otherwise, between contractors and laborers. CHARGE OF PERJURY ON A MURDER TRIAL — ‘This morning, in the Police Court, Jud:ze Snell, Fanny Smith, a yellow girl, known as “Indian Faby,” was arraigned on the charge of perjury in the trial of Louisa Wallace, convicted or Sat- urday last, in the Criminal Court, of murder ia killing her infant in April, 1573, at a house on Delay sre avenue, near Ii street n.w. The spe- eific charge is that Fanny swore on that trial that she was present at a house vn the corner of New Jersey avenue and H street on Palin Sunday of last year, when Loutsa Wallace wa: confined with a male child. When she so tes fled the District Attorney cross-examined her, and she stuck to her first statement that she was present and rematned there until the foi- lowing day. Another witness testified to the same. When the case was called this mornt: she appeared without counsel. Lieut. K B. P. Sparrow and Jos.
