About the “ Baby Bonds,” ‘The issue of the ten-dollar four per cent refunding certificates began April ist. There have been disposed of to date $675,000. On Sat- urday last $34,540 were called for. The amount that has been issued in seven days—$s78,000—is not remarkably large. It is a dally average though of more than the subscriptions to the our per cent. lonn were for a long time. If the recom- mendation of the Secretary of the Treasury is adopted by Congress the time for settlement will be reduced to thirty days. The depart- ment can, however, call on the depositaries for their return at any time. Tse Secretary of the Treasury could thus prevent any Inflation. It is not thought though that the certificates will ~enter into general circulation. The object of ‘the purchaser in securing them is of coursé their ultimate conversion into 4 per cent. bonds. Unless the purchaser becomes hard pushed he would not be very likely to spend them, as he ‘would greenbacks. At any rate, after they have been out long enough to make the interest on them an object, the tendency will be to hoarding, and not to circulation. There ts, therefore, no reason to fear an inflation of the ~ Currency on account of the certificates or “baby Bonds.” That the subscriptions to the four per cents. have been stopped is known. The cer- Ufleates would seem an avenue for those who ‘want four percents. They are convertible into four per cents. in sums of $50 and upwards. By Purchasing the amount in certificates that he Wants in four per cents. the man desiring the latter could get them by a little cireumlocution. Secretary Sherman a day or two ago recetved a telegram from a New York bank asking if it could purchase $1,000,000 in certificates and convert them tumediately into four per cents. The Secretary replied in the negative. If the vank had gone ahead and purchased the cer- tficates and presented them it would have pro- cured its four per cents, as the law creating the certificate directs the conversion. The Treas- ury department, however, wants its new form of loan to get among the people as far as pos- sible, and all obstacles that can be thrown ‘in the way of such attempted transactions as that noted will be utilized. The immediate conver- ston of certificates into four per cent. bonds would be a costly transaction for the Treasury. They cannot, like greenbacks, be relssued when converted. Tue printing bills would, therefore, count up more than desirable. ———————————— ‘The reports in the morning papers left the Tesult of the election in Cincinnati in doubt, but the dispatch elsewhere from Richard ‘Smith, editor of the Cincinnatl Gazette, who 13 thoroughly well informed in Onio politics, states that the republicans have carried Cincin- Rati by from 300 to 1,100 majority. As the issue in Cincinnati was on national politics the re- publicans will find some compensation in the result for their defeat in Chicago, where the contest also had a national bearing. ——————~-—____ Democratic Senator Bayard believes that the New republican claimant of a seat in'the Senate is entitied to a decision In his favor.
