Elsewhere will be found a description of the progress of the work of strengthening the foundation of the Washington monument. Under the charge of Col. Casey this work seems to be prosecuted with a degree of care and scientific accuracy that will secure a founda- ton of unquestionable strength for the support of the additional weight needed for the compie- tion of the monument. [t has been ascertained by careful computations that whether the monu- ment be completed upon the present plan or upon the Story design, the foundation will need this strengthening process to ensure stability; and therefore the best, and, in fact, the only course to be pursued fs to go on with the present work. opening for qufbbie or question as to the ability of the foundation to support the pressure of its 20,000 or more tons of additional weight. Moreover, it is settled by a decision of the Attorney General, August, 1576, that in the act for the continuance of the construction Of the Washington monument -‘it was under- stood and intended that the plan adopted and partly executed by the society must be followed by the commissioff, there being nowhere tn the act, either tn terms or by implication, any dis- cretion conferred upon the commatsstoners in that respect.” The people of the United States who have donated the money to carry the mon- ument to its present height have also | the right to insist that it shall remain | upon its present site, and that the plan for its construct be mater ument must remain in its present position, and as the work of strengthening its base to ensure its stability when it shall be carried up to the fuli grandeur of its proportions, has been car- ried very far to completion, Congressshould now give the requisite authority for finishing the new base, and then for going on with the worx of the superstructure as fast as may be, so that those now living may hope to see the Monumert to George Washington completed, and the na‘ {onal reproach effaced. << ‘The writers of various anonymous communt- cations seem to forget that the rules of THE ‘Star require the name of the writer to accom- pany articles sent for publication. Then, again, the Illizois democrats are credited with the inten- tion of making a desperate strugyle to carry Chicago “in order to score the first victory of the great campaign which 1s to culminate in the election of a democratic President in 1930,” ‘So in one way and another the Chicago poli- ticians are working up steam for a hot munt- cipal fight. ———_~+-e-—___ ‘The New Yorkers are apparently in dead ear- nest in their proposed Worid’s Fair. Their ex- ecutive committee upon the Fair have decided that as there is a project for an interna- tional exhibition in Berlin in 1895, it will not be desirable to select that year for the ‘New York Exposition. The general expres- sion of opinion was in favor of fixing the year 1883, opening in May of that year. The committee repert in favor of Cen- tral Park for the site of the Fair. Its conve- mience of access, being, as it were in the heart of the city, far outweighted every consideration that could be named in favor of any other locality.
