The Organization of Congress. ‘The reports afloat of a loss of iife in the co!- sion upon the Avenue to-day were exagyera- tions, though. no doubt, many were seriously if not fatally injured. It seems that a large party of Kentucky office-seekers, by the Metropolitan road, hurrying down Louisiana avenue, col- Hided in front of the market with several thouz- and office-seekers from Virginia coming up 7th street. At the same timea heavy detezation from Baltimore by the Potomac road, and another Maryland crowd by the Baltimore & Uhio road, converged upon the same point and attempted to force their way through the conglomerated Virginians and Kentuckians. The confusion ‘was increased by the arrival of several squads of excited applicants seeking the lodgings of various Senators, and who tried to make their way through the crowd at any hazard. The open space in front of the market and upon all the intersecting streets was now filled with a struggling mass of many thousand ofMice-seekers, and the scrimmage fora time was furious. The number of wounded taken to the neighboring drug stores probably gave rise to the reports of loss of life, but when the police finally succeeded in breaking up the blockade, though the streets were strewn thickly with locks of hair, wigs, bourbon bottles, false teeth, crutches, ends of thumbs, gouged-out eyes, &e., and were rather slippery with gore, no corpses were to be found. So if any were killed the clans must have carried off their dead. Later there was a report that the office-seekers had succeeded in overpowering the police on guard at Senator Gordon’s lodgings and had forced their way into his sick chamber. Another report was to the effect that a Ken- tucky Serator had been compelled to make iis escape from his house in disguise, and that several other Senators were flying for their lives. The office-seekers are infuriated by the reported discovery that under the rules of the Senate none of thé subordinate officers of that body can be removed except by the consent of Vice Presicent Wheeler. This they consider to ‘be a il!msy pretext put forth by the Senators to avoid importunities for office. Altogether, this has been a day of alarm in Washington, and it 1s feared that the worst has not been reached, as every train brings fresh arrivals of office- seekers with the desperation of faminestamped upon their brows. —_—___~---______ Drowned Persons Not Dead. The New York Post has for two days given its ‘most prominent columns to the develor- ment of the theory of T. S. Lambert that drowned persons are not dead but are simpiy in a state of hibernation, and that the reviving agency is heat. The directions put forth for restoring the drowned and those otherwise suffocated are in substance these: It must first be appreciated that a per- son recently drowned is not dead. and will not be fora long time. When he is taken from the water turn his face down for a moment only, to allow any water in his nose or throat to run out; then place him, out of currents of air, upon bis back, with his head very slightly raised. Do not roll him upon a barrel, nor do anything else to “get the water out of his lungs,” since there is none in them; nor out of his stomach, since what he has swallowed will not do any harm. Quickly determine whether he must be carried to where heat is, or if it can better be brought to or produced near him. If the former, taxe him gently, quickly and as near as possible in the above said posture. If there must be delay In applying heat and dry protectives can be had, take off his wet clothes and wrap the dry articles about him to prevent loss of heat, cov- ering the head particularly. The warm under- clothing of bystanders can be contributed, Several thicknesses of almost anything attaln- able is better than one. AS soon as heat Is at hand apply it as inge- nuity and circumstances suggest to be most likely to quickly and thoroughly warm the body. When that is accomplished theory and fact agree in assuring us that, if life yet per- sists, the heart will begin to beat, happily soon followed by breathing, both feebly and un- frequently at first, but more strongly and faster until they become natural, when con- ‘selousness will return. If the heart gives one beat, or the lungs one gasp, no more need be done; keep the person warm and he will soon ‘be “all right.” Suffocation in any other manner should bé treated in the same way, except that in choking and in strangling the substances causing these conditions should be first removed; and in case of breathing poisonous gas, or smoke, artificial res- Piration should first be tried until the gas or smoke has been changed for good air inthe langs- It is maintained in defence of this theory that animation, sleep, hibernation and drowning are only different stages of positive life, merely more or less dormant ta the last three states mamed. Provisions for hibernation are consti- tutional in some, and for recovery from injuries in all animals; “is it then extravagant to sug- gest that in case of drowntog active life is more than wisely suspended in anticipation of res- toration? The closed windpipe protects the Jungs, respiration ceases, the blood every where ‘stops in its course, a5 a soldier on a march halts at the word. but ready to move on; while in ordinary death the arteries, acting after the heart stops, nearly empty themselves. Taus quiet reigns throughout the body, which, though mistaken for the calm of death, 1s merely the suspension of active life, tending— most essential, then. of all things—to retard the loss of heat, espectally from the internal organs of the head and trunk.” Whatever may be thought of the hibernation theory, the author seems to pretty successfaliy establish the fact that no water gets Into the lungs in drowning. If there did, as there ts no way by which ft could be got out soon enoush to be useful, death would occur in every case. But some persons have been restored after being under water a long time and when no effort Was made to exhaust water. Again, the whole Structure and action of the breathing apparatus deny tbe possibility that water can “get into the lungs.” They have been made to receive alr and to resent the access of water. In concluston, a number of cases are given in which “drowned” persons have been restored by the application of heat.
