The crude and ill-considered pension law ap- | Proved on the 2th of January was finally | licked into more reasonable shape by amend- | ments to the appropriation bili. The law, as it | now stands, includes In its provisions the sol- ; @iers who continued in service after the surren- | der of Lee—includes, in short, the same as the | law has ever done, all service after the 4th of Merch, 1361. If the pension- | able disability occurred in the servicy | the arrears date from the soldier's discharge. if the pensionable disability arose after dis- | charge—although, of course. the cause of it | must have come from the service—then the ar- | rears date from the appearance or development ! of the pensionable disability. Pensions allowed by special acts, which always date from the approval of sald acts, unless they themselves | specify another date, are not affected by the new law. The increase of $2 a month to wid- ows on account of children, and to children themselves, will not be affected by this law. Such increase, as heretofore. will not begin Prior to July 25th, 1866. The atrears are paya- ble from any money in the Treasury not other- wise appropriated. How much of this there Will be, remainstobe seen. But it is not prova- bie, whatever this amount may be, that there will be any trouble or delay in paytag such ar- rears as have accrued in claims uot yet once adjudicated—in claims where no pension has yet been allowed. Dr. J. P. Newman, formerly of the Metropolitan church of Washington, was cited as having been continued on the effective list while serving as chaplain of the U. S. Sen- ate, and during a three year’s trip around the World. At yesterday’s session of the Washing- ton M.-E.
