The Congressional mortality this season may or may not be due to local causes, but there 45 no doubt that through the persistent neglect ‘of Congress to give any thought to the condt- tion of the great river, that wiih its branches and tributaries, nearly envelops the National Capital, the channels of that stream have got So choked up, and the current so scattered over wide marshes and flats, that it isa wonder the city has escaped a malarial plague.
