For in- stance, in the campaign of 1360 which it is pro- posed to imitate, the arrangement was In the case of New Jersey that if 150.000 votes were | thrown for the united opposition ticket, 100,000 ot which were for Douglass and 59,000 for Breckenridge, then two-thirds of the electoral vote of the State was tO be given to Douglas, and one-third to Breckin- ridge. It is suggested that by a similar plan every vote against the republicans can be utilized in 1880. If, asseems probable, the re- sult would as a consequence be thrown into the House of Representatives, it is potnted out that. | in no event could a republican be chosen, and that the democrats and nationals combined would elect the President. The democrats are not likely to approve this plan before determin- ing certain points; first, whether the nationals’ Vote will be large enoagh in Isso to make its ald necessary for victory, or sufficient to prevent defeat; and second. whether the votes will not me of theirown accord without any formal arrangement. The democrats will doubtless see how resumption works before giving a sug- | pstion of this kind much consideration. —_~o-__ The Boston movement to put a stop to the | issuing of free passes by railroads to members of the state legislature has spread to New York. But the experiment has already been tried in the latter city without briiliant success. Some twenty years ago a bill was passed making ft a criminal offence punishable by Mne and im- prisonment, for an officer of a railroad com- pany to issue free passes to anyone not in the employ of the company. But this provision of the law soon came to be disregarded and was repealed.
