Of the 2% districts the republicans now control 17 and the democrats 10. Two districts now rep- resented by democrats will, it is claimed, be carried by the republicans, These are the thir- teenth and the eighteenth. In the former the democratic majority in 1876 was Si. The latter gave Representative Stenger a majority of 1 two years ago. but at the same time gave the republican presidential ticket a majority of 6%, ‘The democrats hope to defeat Representative Harry White in the 25th district, and Represen- tative Campbell in the 17th. The majority of the latter in 1 was 520. The nationals e: to elect David Kirk in the 22d district over Rep- resentative Russell Errett, republi doing their share to send Hendrick B. Wright back to Washington. As some estimates place as many as ten of the twenty-seven dis in doubt it is evident that amid all the ¢ much uncertainty as to the result ‘There is no reason, however, to believe t republicans will not control the delegation. The only point to be determined in the election of the legislature which will choose a successor to Don Cameron is whether the republicans will have a majority over the combined democratic and national vote, making the return of Don Cameron certain, or whether the natlonals will hold the balance of power. Even in the latter case Senator Cameron may be re-elected. A gentleman took out a policy in an insurance company, payable at his death to his hetrs. But the company went into bank- ruptcy and the gentleman asked that the pro rata be paid to him, Inasmuch as he, being living. had no heirs in the legal sense. The judge said that the law indicated that the par- tes for whom the policy was drawa should have the benefit. But this was an exceptional ease, because the company had gone into bank- ruptcy, and, as the plaintiff was still alive, he has no heirs to whom the claim could be assizaed, so that the money held by the receiver to pay the claim must lie idle or go to the assured. He thought that, as a matter of equity, the assured should bave the benefit, but hestated that he would not allow his decision to be used as a Precedent. ——_—_~--—___ ‘The mayor of New York city has vetoed the steam heating project. He ts of the opinion that no such grant or privilege should be given in the absence of experimental proof of the adaptability of the proposed system of heating, and that in the event of the success of such ex- periments the privilege of carrying the system into effect, which would unquestionably be one of great value, should be disposed of after pub- le competition in such manner as to produce the greatest amount of revenue to the city. Meanwhile, the Holly system has been put in successful operation in Springfield, Massa- chusetts. The five miles of pipe which heat Lockport, Y., are to be increased two miles this year. The same system tn use in both of these towns is the one which it is pro- posed to introduce in New York. The pressure on the pipes in Springtield and Lockport fs from ‘25 to 30 pounds, but in the houses the pressure 4s always five pounds, no more and no less, si valves in the cellars reduce and regulat tae There isa meter by which the con- sumer can read the amount registered from diy today. As the main pipes expand with the steam, junction boxes are placed at the end of every section of 100 feet to obviate the dificulty. ‘To the bottom of these boxes the service pipes, or laterals, are attached, so that all the water condensed in the mains Is driven by the pressure up the laterals into the buildings, where it is let off by an automatic steam trap.
