Mr. Tilden’s denial of all knowledge of the compromising cipher dispatches relating to the canvass of votes in Florida and South Carolina at the last presidential election, an abstract of which was published in yesterday's Stan, is a3 comprehensive and explicit as could b> desi He asserts that he does not know of the exis- tence of such telegrams, and that all his infor- mation on the subject has been obtained from or sinee the Tribune publications. AS matters now stand Mr. Tilden has de- Stroyed the argument against himself which Was based on his silence, and has left the al- leged cipherers to shift for themselves. —_—o-____ ‘The assessors for the District of Columbia, in a communication to the District Commissioners, printed in another column, make some sugges- tons, which, if adopted, will, with very little Cost, save the District mnch future expense, its employes considerable labor, and citizens In search of information some trouble and ex- pense. ‘The unusual number of cases of malarial fever 1n this city this fall ts exciting discussion, and the belief is expressed that one of the principal causes is the unhealthfnl condition of our river flats. It will be seen by the resolution of ex- Governor Shepherd, adopted by the executive committee of the National Yellow Fever Reliet Commission to-day, that it is proposed to bring the subject to the attention of Congress at the coming session in a manner which will probably Tead to some decisive action. ——~-—___ The erection of a fire-proot hall of records, so frequently urged by THE Star, is now officially Tecommended by the Quartermaster General in his annual report. The advantages of such a building have already been discussed at length in this column; and it only remains for us to hope that the recommendation may receive due consideration, and that the much needed struc- ture may become an accomplished fact. Ac- cording to the plans and estimates submitted, $200,000 will be sufficient for the purpose. = for the votes, pre —— ee Dynamite, a modern invention, and etectri- city, whose applications have so increased in number and importance in recent years, have been the means when used with ingenuity of solving a problem that has come down to us from old Roman times. This probiem is how to drive away malaria from the Roman campagna and make it fertile and productive. A thin layer of soil lies upon a stratum of tufa and Other voleanic material, about seven feet in thickness. Water does not sink through this Stratum, but dries upon the surface. Holes have now been bored down through the tufa to the fertile soil underneath, dynamite has been introduced into them, and the explosion which is brought about by electricity seatters the thick crust that conceals the productive earth. ‘This process, which fs not too expensive in view Of its results, will add many acres of fresh land for agricultural purposes, and will destroy con- ditions favorable to malaria. ‘THE WEEKLY STAR, now read, the news of the week; Yellow ‘er Note: Political Situation; annual report of Col.
