Itisevident that vigorous quarantine against the disease, combined with sanitary measures, is the on'y effective method of fighting the yellow fever. The patent-cot man has per- ished in his own invention; the ice-water and boiling-water cures have been equally unsue- cessful; the opium treatment has not checked the disease, and the theory that burning gun- powder will kill the fever germs is, like the powder used in the experiment, exploded. ‘The present epidemic is ascribed to the arrival at New Orleans of the steamer Ru from Bayan on the Sth of June. Thence the fever were carried to Memphis, ene da, Brownsville, and the other afliicted cities and villages whose names have become familiar. The immunity of several towns in the fever districts has caused remark. Union City, T has not had a single ease, though the fever has made its appearance in all the neighbor villages and though itis surround- ed by swamps. The strictest quarantine has Kept out the fever. Gaiveston, Texas, has en- joyed asinilar immunity. As a con- sequeree, the once filthy, plagueridden city has for eleven year¢ been free from an epi- demic. In 1573 refugees from other districts were received and died within the city limits, but no case originated there. Consequently cleanliress is an effective protection against isease; in its absence, which is the rule in seuthern eities, the only security seems to ‘be found in a quarantine that is carried even to extremes. ————<ce--—___ It is the failure to enforce the laws, and not propriate legislation, that permits e of those dangerous and offensive he New York tenement houses. Minute instructions are laid down concerning light, ventilation, fire-eseapes, stairs, roofs, water closets, drains, sewers, cellars, areas, ashes, rubbish, garbage, gas, water, windows and disinfection. It ouly remains for the inmates of such houses and the general public to see that the owners obay the laws, or that they are compelled to obedi- ence by the authorities. Imprudent advances to Kast In- dian houses, amounting to thirty million do’- lars, were the immediate cause of the disaster. But the bank was not prepared for much smaller losses. A deficit had been accumulat ing for years with the knowledge of the man- agers, who, nevertheless, increased the divi- dends. The deficit at the time of the failure amounted to $15,000,000. The bank was rotten Its directors speculated recklessly with the money of the depositors. Millions of dollar were loaned to some of them and to other of- ficers of the institution, and are still unpaid. The largest stockholders, who were given a hint of the condition of the bank's affairs, sold out at high rates, leaving more than a thousand shareholders, comprising solicitors, writers, ministers, doc. tors, teachers, tradesmen and 323 women, to become personally liable for the debts of the bank and to be reduced to beggary. The minor swindling operations that have charac- terized the actions of the institution are the same that the published accounts of failures in this country bave made familiar. One might aimost imagine that some of our wild- eat banks, born only to swindle and die, were furnishing the items, if it were not for the magnitude of the robbery. The canny Scots who have gained a reputation for caution and wisdom in their financial dealings, which the history ef banking shows that they have up to this time deserved, are setting the haram. skarum firanciers of the new world a bad ex- ample. As the Glasgow bank had, it is dis- covered, no direct relations with American houses, this is about the only evil effect, as far as the United States is concerned, that can be ascribed to the failure. He will no doubt be able to tell a story after his recovery that will entirely throw in the shade Poe's marvelous tale in which he describes minutely the action and thoughts of a person somewhat Similarly situated ; and the stowaway’s recital will have the additional recommendation of being true. ———_-<<«--___ The Chinese plan of paying the doctor a stipulated sum, periodically, to keep one well instead of feeing him after one Is sick, is prac- ticed with modifications in some parts of this country. A physician of Springfield, Massa- cbusetts, has for two years past entered iato an arrangement with some fifty patients by which he is paid a small yearly fee for giving bygienie advice and for suggesting preven- tives of disease. If one of these patients be- come ill the doctor visits him at half rates. The Chinese physician under similar circum. Stances receives no compensation whatever, and his regular salary ceases until the patient Tecovers. It will be seen that Springfield is not quite upto the Chinese standard in the way of furnishing inducements to doctors to Prevent instead of to cure disease. Neverthe- Jess, the plan is an improvement on the ordl- Bary system which requires that other people must fall sick or the doctor must starve. The Medical and Surgical Reporter commends the suggestion which the experiment furn- ishes and points out that by its adoption the pbysician acquires a knowledge of his Da- tient’s system and habits in health, often a matter of great importance to proper traat- ment. It is suggested as an improvement on the Springfield plan that where one of the doctor’s charges falis ill through the delibe rate violation of the hygiente principles im- pressed upon him, he should pay double fees instead of the half rates which he would other- wise be charged.
