An election for school directors from ten wards in St. Louis this week has been made a test of popular feeling in regard to the ques- tion of instruction in the higher branches of Knowledge in the public schools. The study of German was the leading issue of the strug- gle. Five German and five anti German can- didates were elected. Those who wish to abolish the language from the schools claim the yictory. The wards in which elections were held were in most cases overwhelmingly German in population. Nevertheless the ag- gtegate vote against the study was greater by 373 than the aggregate vote for it. And inthe two wards where the issue was distinctly made and the contest was most bi , the anti German candidates were successful. It is seldom that a minor election of the kind held at St. Louis attracts such in- terest either among citizens or out- Siders. School matters are receiving atten- ion in other cities, however, and changes and professed refd?ms seem to be the order of ‘the day. Boston and Philadelphia have abol- ished the use of text books almost entirely in the primary grades, substituting oral instruc- tion and object teaching. In the more ad- vanced classes grammars and spelling books are discarded and composition, leiter-writing and other means are employed to teach the forms and actual use of language while avoid- ing technicatities. The substitution of news- Papers in part for the reading book, which hzs been often advocated, has goue into actual practice in Illinois and some neighboring Bta‘es. The teacher reads over selections, made by certain pupils to whom the duty is assigned, from the telegraphic news, scientific, educational, and agricultural notes, or other parts of the paper, and anything objectionable is rejected. A judictous selection of papers from which to make the clippings is, however, as necessary as a supervision of the clip While it is possible that the tendency to demand that instruction in our public scheols shall be confined to what is practical aud of immediate interest and usg- fulness may be carried too far, through nar- row views by the judges of what knowledge Possesses these characteristics, there are some of the “reforms” urged which are wor- thy of consideration. The suggestion that in arithmetic recitations examples be taken from the money, stock and market reports is a@good one. These columns of a newspaper, {rom which not only arithmetic but the con- dition of the trade of the world may be learned, are a profound mystery to a great body of American citizens. Even where the study of these every-day applications of text-book knowledge are not formally deciared to be a Part of the regular course, it lies within the discretion of the teacher to introduce such topics into his verbal explanations and com- ments and to require pupils to stand examina- tion upon them. Something of this kind is already done ina few schools; the tendency of the age is to make the practice general. Five conviets have escaped from the new state prison of Massachusetts. Their trunks are checked for South Carolina. Recent events have doubtless given them the belief that in the Palmetto state they will be safe from the minions of Massachusetts law. There isno positive assurance, however, that the southern state would not heap coals of fire on the head of her northern sister by delivering up the prisoners. . ——see+—_____. It is not likely that China is so overcome with gratitude at our treatment of her citizens, that she will neglect the rest of the world in our favor. Retribution has overtaken the fallen Angell who made way with thousands of dollars of the Pullman Palace Car company’s earnings. As a leader in fashion and a noted “ladies’ man” he of course has acquired a certain pride in his personal appearance. Under pre- tence of giving information that will lead to his detection the company describe him in a way that has, no doubt, crushed his proud spirit. The fact that some of his hair is gray and is thin ontop of his head is relentlessly expesed. A crook to the right is ascribed to his nose. As there is good reason to believe that war will soon be raging in central Asia, experi- ence and recent history lead one to look for an immediate exhibition of the results of the arts of peace in that locality. And in accordance with what is thought appropriate comes the news that Tashkend, a city of Turkistan, wil be the scene of the expected exposition, and that gold medals will be awarded to the suc- cessful exhibitors. There is not much excitement in this country over the fact that Andrassy ison the ragged edge of resignation, and that Bismarek has also threatened to resign.
