It is a pretty Severe strain of the ethics of journalism tore- gard a newspaper as endorsing the oy inionsef its correspondents or the sentiments expressed in the reprinted matter which apperrs in its columns, even when unaccompanied by com- ments tothateffect. But in this case it hip- pens that we expressly stated, as our ¢ Porary ought to have seen, that the extra in question were published “as an indicat of public sentiment outside in regard to the extraordinary condition of things lately exist- ing here.” As to whether Washington isoris not “a Sort of city of refuge,’ as we called i*, we are content to let the facts bearing on that point speak for themselves. It has been for as we stated, and every one at ali fam: Standing complaint of tho: Protection of this community that the laws for the prev nand punishment of erime iat1¢ District of Columbia are entirely insat for complete security to life and property. ‘This may not, it is true, make Washington a “city of refuge,” in the narrowest sense of the term; but that it does make it a places where criminals gather and flourish, on account of the ehances in their favor here as compared with other ci , isa fact too well and too expen- sively known to teo many of our citizens to need any argument or illustration. This is the plain and simple truth, and, in the interest of the public, it eannot be too often nor too widely told, however t bie it may be to our well paid officials and their apologists. About the facts there cin be no question. Whether or not it is any part Of the duty of those in authority to try to pro- vide remedies for existing defects in legisia- tion or administration,may p2rhap; b? re- garded in some quarters as a matter of opin- jon. It is possible that these gentlemen con- sider their whole duty performed in accepting the dicniiies and salaries of office. Ia ¢ view of the case they will, however, find them- selves sadiy in the minority. It is the popular belief that public positions carry with them duties and responsibilities, as well as honors and emoluments. If giving expressivn to this belief be * «ering the District,” those who feel aggrieved are welcome to make the most ofit. Tue Stak is with the people, and the people are with Tue Star. ——-<+e-—___ As there is no evidence by which to deter- mine whether the yellow-fever epidemic has or has not reached the point of greatest severity, or to indicate how long a time must Pass before its ravages will be checked, it is of course impossible to make an intelligent com- Parison between the extent of this visitation and of those in past years. It has not been so Severe in the city of New Orleans as the fever of 1853, the death rate being not more than oue-half as great as at that time. But in many small towns where the pes eis still raging the rate of mortality is already larger than was recorded in New Orleans or else- where in 1353. Unless the fever shall spread much farther north than is now feared or thought possible, the territorial extent of its Tavages will be smaller than in several other Instances of such visitations. In 1793 New York lost a twentieth of its population through this disease. But southern cities seem to be the chosen scenes of epidemics. ‘The continuous heat, supplemented by the unhealthy condition of the cities themselves, is sufficient -o explain this state of affairs. The surface on which New Orleans is built is lower than that of the river which lies bafore it. No sufficient fail ean be obtained for sew- ers, and only surface drainage is possible. The city is surrounded by swamps, which fes- ter in the sun and breed fevers by the myriad. Nothing that man can do will protect New Or- Jeans. Other places attacked are villages with no regular system of sewerage, often scattered over too large a space to be adequately drained and powerless to rob nel; ring marshes of their capacity for mischief. The financial con- dition of many southern cities has prevented them from taking the necessary sanitary meas- ures. From one cause or another nearly all that have been visited by the pestilencs have been found with doors hospitably open. In only a few eases, however, have the cities and towns themselves been directly responsible for their unprotected condition. ————_re-___ This year's political campaign in Minois will give some idea of the strength of the socialis. tie, as distinguished from the greenback and labor, element in that state. The Chicago so- ¢cialists, who claim to number 15,0, have made nominations distinct from those of ail other parties, and socialistic candidates for Congress have appeared in the first, second and third districts. Unless the election shall turn out @ surprise in a time of political surprises, the ‘small showing likely to be made by these can- didates in one of the great socialistic centres will only have the effect of proving that the gutter-system advocated by the communists of Europe is not likely to prove popular ia this country. Like the leader in Grecian polities, who, heading a minority, introduced the en-- tom of separate seats for the opposing parties, the Chicago socialists will perhaps repent that by occupying a distinct and conspiensus posi- tion in the election they have called public at- tention to the smalluess of their numbers. A horse-shoe of cow-hide which, it is claimed, will last longer than one of iron, while one- fourth as heavy, is the latest idea. Other merits are ascribed to the shoe. It does not cause the hoof to split, nor injure the foot in any way. It prevents a horse from slipping. Owing toitselasticity the horse's step is lighter and surer, and it adheres so closely to tha foot that neither dust nor water can penetrate be- tween the shoo and hoof. The use of raw cow-hide to protect the feet of horses is not upknown, and can be traced back to ancient times. The newness of the invention consists In the process by which thicknesses of cow- hide are subjected to pressure in a steel mold and then treated with a chemical preparation, which solidifies them. +202 —_____ ‘The German anti-socialist bill will be com Paratively nnobjectionable in its provisions by the time it returns to the Reichstag from the committee to which it has been referred.
