THE EVENING STAR. WASHINGTON: ‘TTESDAY. September 17, 1878. CROSBY 5S. HOYES.,..Editor. Aa ane Be -APEB Couper. —not te that of any indi 2g Anouymous communications not reed; re- Jected manuscripts not returned or preserved. There are plenty of evidences that what they call the blue blood of Massachusetts is, without regard to party lines, boiling away beyond fever heat at the idea of Butler be- coming Governor of that state. If the mere thought of such a thing creates so much dis- turbance, what will be the results of the ac- complished fact? We look for a large emi- gration from Boston to England. In reference tothe special dispatch publixh- ed in this morning's P saying that a para- graph in last Friday’s STAR, to the effect that the proprietor of the Warm Springs had gone into bankrvptey, “is an unmitigated false- ‘hood, and without a shadow of foundation, itis only necessary to say that THE STAR has an zccount on its books of #5), for advertising that concern, and that, in lieu of the money, it received the other day from the U.S. mar- shal of Virginia not: in bankruptey, in Which that item of #4 isincluded. This, as we think our enterprising neighbor will ad- mit, is a tolerably substantial ‘shadow of ndation.” It seems conclusive to us, ——_-+e-—__. Complaint was received recently at the P.O. department from an enterprising Massachu- Sétts man that the postmaster of the town in ‘which he lived would not permit his circulars %0 go through the mails as third class matter ‘open to inspection, One of the circulars was Agclosed. It was ornamented with the repre S2ntation of a fine large plano and set forth in @ Yery tempting style that if any person would R€hd to acertain company the names of thirty Dérsons “liable to buy a piano” and #2.25 to Pay for boxing, packing, ete., he would receive in return one of the highly desirable instru. ‘ments of the company’s make with carved rose- ‘Wood legs, ete., ete. A letter tothe postmaster to ascertain why he stipped the circulars: ‘brought out the fact that the valuable piano Which the company proposes to “give away iree" under the above mentioned conditions is atoy piano, about 15 inches long, which ean be manufactured at a cost of about $1.90. The #25 sent for “ boxing, packing, ete ,” Would therefore enable the maker to realize a handsome profit on each piano given away, whether or not the 3) persons “liable to buy Pianos” ever came to time. The postmaster held that the circulars were sent out with in- tent to deceive the public and to obtain money under false pretenses. The department will Sustain the postmaster in his decision not to Permit the circulars to go through the mails as third-class matter. ——____-<s-._ The minions of tyranny who invade the sane. tuary of the dealer in skim milk and drag him before the courts are still permitted to be at large in New York. The oppression is limited by the smaliness of the invading force, but several arrests have been made and fines im- posed ; and the blood of the milkman boils at the galling despotism which diminishes his Profits with no better excuse than the sanctity of the law anda Tegard fc for public health. That $5,000 salary must £0. Germany has presented to England and . Russia albums containing the portraits of al. her criminals of note, that they may be reeog nized in a foreign land in case they abruptly change their residence. Similar volumes will be presented to all the governments of Europe and to the United States, and copies will also be furnished to large citiesand seaports. Tie nations to whom such volumes are sent will no doubt return the compliment. By such an interchange of albums between the polics au- thorities of the different governments of the world information will be given whieh may come into practical use, and the material for a curious library will be produced. ———_<+- —___ Those excellent journals the Springield Re- Publican and Philadelphia Times have joined the large army of morning papers which issue an edition on Sunday. The inhabitants of the two cities are to be felicitated accordingly. The recent election of another male presi- Gent for Vassar College will undoubtedly be viewed as a reflection on the capacities of the gentler sex. This position which would seem Feasonably to belong to the women must be captured by them, as a necessary preliminary to the opening of the professions generally to Doth sexes on an equal footing. ——_——_ +o General Philippovich, who has been “deal- ing the death blow” to tha Bosnian insurrec- tion for some time past, has executed a bri!- liant strategy. By a rapid retrograde move- ment he has placed himse'f »ntirely outside of Bosnia and put a _ reat river between himself and the insurgents. He perhaps fears that the violent death struggle of the insurrection may be dangerous to bystanders. Boston has followed the example of New York, San Francisco, Chicago, Cincinaa:, Philadelphia and a few other cities by organ- izing a society for the prevention of cruelty to children. The organization in New York, which was one of the first started, hasin two years rescued 23 children from cruel treat- ment. Some of these were lost or stolen children, and were restored to their parents; others were provided with new homes, but the large majority were sent to societies ia the city for the poor, sick and friendless. Agen’s of the society hunt up cases of abuse and cruelty, mvestigate their merits and bring the Perpetrators before a magistrate. There are about a thousand persons in the New York organization, and its useful labors are per_ formed at small expense to individual mem. bers. The New York Times publishes a transla. tion of an article from a native Peruvian paper which is convincing evidence that the United States, in spite of some evident draw- backs, 1s a paradise to the Chinese compared with Peru. It is stated that a Chinaman on embaiking aboard one of the ships which Drings him to Peru loses liderty, country, family, the possibility of being a man and of having human affection. He ceases to live, and thenceforth only suffers. He is more a slave than the negro was, because he does not fall into the hands of a feudal master, but into the clutches of an avaricious landlord, who ‘knows that by virtue of the coolie’s contract he may be free at the expiration of eight years. Even this freedom is made conditional on the ability of the coolie to free himself, as there are places where Chinamen have been taken from which they have never returned. The Chinaman is made to work from four o'clock in the morning until six o'clock at night, is furnished with insufficient ra- tons of rice, and is paid about fifty-five <ents a week, when he ts paid at all. Heavy <i-ductions are made from wages for time lost Dy sickness; he is whipped if he does not ac. omplish his task, is chained or killed if he secks bis liberty. Chinamen coming in Peru have been marked with caustic by their tem- porary owners to distinguish them from other lots of similar eattle, and reference ts made to eases y Lere Chinese have been burned alive. And this horrible recital is wrung from a paper published at Lima, which understands that the discontinuance of the coolie trade means injury, though it be only temporary, to tue iniere-ts of Peru. We trust that the measures taken to prevent the emigration of Chinese to Peru may be conspletely successful, even if the disappointed emigrants must be Japded at San Kiaucises lusiead, EE DOLLAB.
