HISTORY OF THE HOUSE. | The firm of H. E. oftiey & Co. was started | about three and a half years ago. It was coin- | posed of H. E. Offiey (formerly chief clerk of | the Navy department, and his brother. There Was at the time it started a rumor that ex. | Secretary Robeson was a beneficiary in its refits, Dut itis not thought he had any cap. ital invested, though he may have aided the new enterprise by giving it such navy busi- ness as he could throw into iss way. More re- | cently the firm was composed—anp to the hour of closing—of H. E. Oilley and R. C. Hewitt, of this city. THE BUSINESS IT DID. J The bank never did much ef a deposit busi- he-s. Its principal feature was to shave no”-s, speculate in stocks, and buy and sell District of Columbia securities. It is Known that when the bill to provide a form of government for the District of Columbia was pending, last winter, the bank carried heavy margins on 3.15 District bonds. They bought when these securities ranged at 75 to 7, and, pending ac tion on the Dill, the securities advanced to 8 and 56, through which, it is alleged, they made considerable money. Emboldened by the suc- cess of the enterprise, the firm again invested largely, but, unfortunately for them, the boads did not rise, but steadily fell. THE DISTRICT 3 65's, It is known that H. E. Ottiey & Co. have done everything they could to have the Secretary of ihe Treasury place the bonds on the public debt statement, believing thatif this was done, the bonds would have been considered by the ublic a national security, and their value en- anced. Only a day or two ago a letter from the firm to the Secretary of the Treasury called forth a statement from the U.S. Treas- ury, detailing the amount of 3.65 securities outstanding, Which was intended to offset an unfair avd unjust opinion recently made by the Attorney General of the state of New York, which had the effeet of sending the bonds down, and from which they have not sinee recovered. NO EFFECT ON OTHER BANK From the best information attainable in banking circles, it is not believed that the fail- ure will have en chore on any other of the District banks. This for the reason that H. E- Oflley & Co. could never have been classed as bankers, but rather as brokers. If any one with mone ¥ wanted to buy gold or stocks ou a margin, the en firm would act as brokers for charsing a commission. They did not ny deposit account worth speaking of. pss, therefore, whatever it may be, will ally on the individual members of CAUSE OF THE FAILURE. | It is believed, as before stated, that their in- vestment of their own means in 3.5) bonds led | to their suspension. It is alleged that the firm bought large amounts of the District securi- tes on a margin, at prices varying from <i to 82. The bonds are quoted at 794 this morning. The probability is that that price was below the margin they bought at, and the tirm was demic; it is a seourge—one that is devastat ing large c utterly destr smaller towns. The dead cannot be buried, the living cannot be clothed. Panic in its worst form Bas seized the most of those living. Hence they concluded to put up the shutters. WHAT THE SPECIAL PARTNER SAYS. R. C. Hewitt, the special partner of the firm, came to the banking house at a0 o'clock. He tried to get admittance at the back door, but did not succeed. For some time he remained around the bank. and then passed on up 15th sircet. To a representative of the Srar, he declared that he had no idea that the bank in- tended to close its doors ; that he was merely a special partner; that he originally put in 25,000 and subsequently $15,000) more. He said that be did not Know where Otfiey was, and Was not advised of any intention on his part to suspend. GENERAT. KETCHAM'S DENTAL. Meeting Gen. Ketcham, the Star represen- tation indicated to him’ that the rumor was afioat that he was interested with Ofiley in his bond investments. This Gen. Ketcham stoutly denied. He declared that he never had any business transactions of any kind With the snspended firm; that he did not even know who composed it; that he never specu lated in any manner in District securities, and did not own asingle dollar of them. NOBODY SEEMS TO KNOW HOW THEY WORK. The most careful inquiry failed to get at even an approximation of the bank liabilities aud assets. Hewitt declares he don’t know what they are; that he was only a special Partner, and left the details of the manage- ment of the affairs solely to Ollley. DESPONDENT DEPOSITORS. One lady read the notice on the bank this morning and said she had $1,200 deposited with it. A contractor it is said raised upon a deed of trust on Saturday 1,200 and deposited it with the firm. He drew on Saturday #500. This morning after the bank opencd he went in and wrote his check for the six hundred ad- ditional. Ofiey at that time had not arrived, and the contractor was requested to cali again. When he came the second time Officy had arrived, but the doors were shut. The United States will lose no money, for what business the firm heretofore did on account of the Navy department has long since been taken from them. ‘THEIR LAST EFFORT. H. E. Offiey & Co., after Treasurer Gilfisian had replied to th etter of inquiry concern- ing the District jonds, by giving only the laws and the plain facts in regard to them, without expressiug any opinion as to whether they were government securities or not, ap- plied to Secretary Sherman. The Secretary made answer only that he endorsed the ietter written by the Treasurer on the subject. _ TWO ASSIGNEES. The assignees ot the firm are J. Carter Mar- bury and Sol. Henkle, beth weil-knowo lawyers in this city. At half-past one o'clock Mr. Marbury came to the bank, and was ad mitted by a clerk through the side entrance on F street. To a Stan representative Mr. Marbury stated that the assignees would soon prepare a statement for the public, but at the present time he had no idea of the liabilities or assets of the bank; that it was a new busi- ness to him; and that he would have to go over the accounts of the firm to ascertain how they stood, after which the public would be ive an account of the affairs of the concern. le says the failure is attributable to the fact that the bank invested largely in 3.65 District of Columbia bonds, which have depreciated in value and wiped out the margin at which they had bought. He does not think the deposits of the bank were large. MISCELLANEOUS RUMORS. There are a good many idle rumors afloat that the failure will involve other banks. This seems to be absolutely groundless, inasmuch as the business which Oftley conducted bein; more that of a broker thau a banker, the busi- ness transactions between the Ottley firm and the other banks was hardly worth mentioning. ONE OF OFFLEY’S CLERKS made the statement to-day that R. C. Hewitt, the special partner, had promised to put into the firm $25,000, but that he had never fulfilled that [Sapo and that, moreover. over one- half the discounts allowed since Hewitt be- came connected with the firm, have “B.C. on the lower corner of the note, indicat- ¢ that upon his recommendation such paper was discounted. AN EXCITED ISRAELITE rushed into Middleton & Co.’s bank about noon for advice. It Ss that on Saturday he had deposited with the suspended bank for collection, several checks. He asked if he could stop payment. Wesley Middieton toid him he could if he had not endorsed them and had them d tohis credit. * But I have endorsed them and they have been passed to my credit,” he added. “Then,” was the reply, “you will have to go with the balance of the creditors.” There was a rumor on the street to-day that @ number of army and navy officers had iost a good deai of money pao the failure. It does not seem to be well founded, however. The only business the bank did with this class | Of officials was to discount their pay. acconuts, | and those who dealt with them in this way nearly always anticipated their salaries, so that if on this aceount there is any loss it will fall on the bank. That is, say for in- slance, a customer came into the bank and desired to raise money on 365 bonds. He would offer, say $15,000, and ask for a loan of cents on the dollar on their face value. Itis | alleged that OMey would loan the money, ant sell the collaterals at the market value, -yhich at the time might range at 82 or 83 on the dollar. Then, when the customer would return for his collaterals, the firm would have to buy a like amount at the ruling price to make a delivery. . A BAD BREAK. Amusements. National Theater.—The attraction here this week will be Buffalo Bili and his novel combi- nation, The programme will consist of the sensational drama of “ May Cody; or, Lost and Won,” which is finely blended with comedy; tableaux of the Mountain Meadow Massacre, Brigham Youngs Temple, &c.; the itroduc- tion of live Nez Perces and Pawnee Iodians, ete. The whole performance will be startling and novel. There will be the best stage ap- pyrasnenies to render the western scenes real- istic. Barnum’s Circus will be here for three days next week, beginning Thursday, the 26th inst. It is quite impossible to enumerate all the things that are included in the “greatest show.” Among the most prominent of his wonders are the twenty trained royal stallions, for which the great showman paid over $150,0'0). These horses perform some remarkable tricks, and have excited great admiration wherever they have appeared. Then there is the man who catches the bail fired from the mouth of acannon. Tue CASE OF Capt. LEAyY.—Last week a jury of inquisition, summoned by the mar- shal, found James T. Leavy, of the U.S. army, to be insane, and en Saturday last R. W. Tay- lor was appointed a committee to take charge of hi ate. Capt. Leavy was an ollicer of the U. 8. army, and in 1868, he wrote to Presi- dent Grant his resignation, which was ac- cepted, but subsequently it was discov-red that he was insane, and his act resigning his Position was declared null and void, and his name restored, and he was sent to the govern- ment hospital for the insane. This proceeding was taken to enable some reasonabie party to draw the pay and emoluments due him. ELOPED WITH A WHOLE FaMILy.—About four weeks ago Walter Anderson (colored) eloped with Susan B., the wife of Julian An- derson, a colored section-hand on the Chesa- ake and Ohio railroad. The party lived at ‘unstall’s station, on the York river road. The faithless wife took with her her five children. The Richmond State of Saturday, says: “The eloping couple took the train and wended their way to Washington. The de- serted husband placed the case in the hands of Independent Detective John Wren, who had the parties arrested in Washington yes- terday. The guilty Lothario was permitted ta o his way in peace. Susan and the children have returned, and are under the roof of their lawiul protector.” THE GREAT RE L at Foundry M. THE MURDER OF TREASURY WATCHMAN Nims.—On Saturday evening Coroner Powell, of Alexandria, and a jury of inquest in the ease of W. H. Nims, resumed its session Jn Alexandria. SUDDEN DEATH.—Patrick Dee, to-day found dead at his residence, on F street, near North Capitol, died of heart disease, and Dr. Patterson, the coroner, gave a certificate to that effect. ‘GEORGETOWN. SHIPWRECK.—The schooner White Squall, Grayson Jones (colored), master, left Baiti- more on the 2d instant with cargo of lumber, consigned to Windsor & Grayson, of Washing. ton. The vessel sunk about three miles from Maryland Point, on the Potomac river. The deck load of lumber floated off and was taken aboard the schooner Pocahohtas, as also the crew, which arrived here on Saturday. The timber was all saved with little damage. There was no insurance. THE FUNERAL OF Dr. G. W. OFFUTT took place this morning, requiem mass being cel- ebrated at Trinity Catholic chureh, at 9 o'clock, and the remains were interred in Holy Rood cemetery.
