His comparisons are, it is true, all drawn between the years 18and 1877,—covering the four years of the rebellion, during and in consequence of which public as well as private expenditures of all kinds were of course largely increased; but, making due allowance for everything properly chargable to this cause, and there still remain many and ample reasons for dissatisfaction and discon- tent. He shows, for example, that with 4,753 state militia men in camp in 1559, the military expenses ol the state were $44.1), whereas in 1877 they amounted to #1 74, with only 3,18) mien, or adecrease in effective force of 33 per cent. and an increase in the cost of maintain- ing it of 142 per cent. The expenses of the judiciary have grown from #107.780 in 1899 to $516,515 in 1877, or an inerease of 194 per cent. ; While during the same period the cost of main- ~aining the executive department proper, that is the governor and execu'ive council, has more than doubled. In view of these startling figures, it would not be surprising if the people of Massachu- setts were ready for a change in the manage- ment of state affairs, quite aside from all ques- tions affecting national politics. Whether they are ready to trust to the hands of Gene- ral Butler the work of reform and puriiica- tion, remains to be seen; but if any one sup- poses that that gentleman is not a formidable candidate, such person will be very likely to find him or herself very much surprised when the returns of the November election come in.
