THE TIBER CREEK SEWEB. Yesterday the Commissioners awarded the work of removing the broken arch of Tiber creek sewer, through the Botanical gardens, to Joseph Williams. In making the indorse- ment of the award, the Commissioners state “the award is based on the opinion of Engi- neer Commissioner Twining tiat the risk of damage by flood is greater than the appre- hended risk to the public health, and in case it should be found in the progress of the work that any damage is likely to result to the health of the city, authority will be given to cover the opening in such a way as will pre- vent the escape of gasses injurious to heal‘h.” Commissioner Twining has ascertained from records that the heaviest storm that has visit- ed this city within the past twenty years was the one in Qetober last, and in view of the gradual settliug of the damaged part of the arch, and the prospect of its soon caving in. forming a dam or barrier against the flow o! water through it, endangering the entire length of the sewer above, the true policy is to open it immediately to prevent the conse- quences of a recurring heavy storm. At 2% o'clock a meeting was held at the stand for the purpose of forming a permanent camp meeting association. Rey. Dr. Souther- land, of Westminster, secretary, was called to the chair, and Capt. J.D. Cathell appointed probe © The chairman briefly stated the object of the meeting, urging the desirability of forming an association, purchasing or leas- ing @ permanent ground, and holding meet- ings thereon. Rev. Dr. Wilson, of Washing- ton, spoke in favor of the project. and was followed by Rev. Dr. Murray, of Georgetown, who closed by offering a resolution that they ne come meeting association, which was adopte: The shares were fixed at $20 each, which, it is understood, will give a title to a building site,and subscriptions being ealted for 56shares Were taken. The meeting then adjourned to Saturday afternoon. EVENING SERVICES. At 2'4 o’clock Rev. B. F. Clarkson, of Severn E. church, preached from Ephesians, This was a yery fine effort, and made a favorable mpression on the congregation. At 734 o'clock the services at the stand were conducted by Rev. J. M. Holmes, who preach- ed from Ezekiel, xxxiii., llth: ‘As T live, saith the Lord, | have no pleasure in the death of the sinner,” &c., and for nearly an hour he made an urgent appeal to the unconverted. After the sermon revival exercises were kept upfor some time, and there were numerous persons at the mourner’s bench. Before the close of these services, Rev. Mr. Sheridan, of Georgetown, took oceasion to censure some of the ministers, (including himself,) aud Christians generally, for their lethargy, urging that ail come out and work, and that a camp ground was for an entirely different purpose from that for which some were using it. Rev. C. N. Robinson, of the M. E.chureh, and Rev. Mr. Trout, of N. C. ave. mission, endorsed these views, and urged that this morning they organize and visit each tent on the grounds, ascertain how many are believers in each, and talk to the unconverted. CONSECRATION OF BisHop KEANE.—Father ‘ane, bishop-elect_ of Richmond, ac- anied by Archbishop Gibbons and Bishop Lynch, were expected to arrive in Richmond last night. The splendid outfit for the bishop-elect, made and presented by the ladies of St. Patrick's parish, of this city, has been received in Kichmond. The cathedral will be open to the public during the ceremony of consecration, no tickets of admission being required. STEVENS, City Clerk.” In accordance with these circumstances and facts, the District Commissioners to-day noti fied Mr. Davis that his appointment as school trustee is this day revoked, on the frvene that he is ineligible under the law, not being a citi- zen of the District. The school board has also been notified of the above order, and also that Mr. William J. Rhees has been designated a3 school trustee for the seventh district, in place of Mr. Davis. Mr. Rhees was at once notified of his appointment. PROTEST AGAINST AWARD OF CONTRACT. Lo Joseph Williams, contractor, has filed with the District Commissioners a procest eainst the award of East Capitol street to W. Murdock, he claiming to be the lowest mony, his Washingion and Baltimore friends. The Young Catholics’ Friend society, of this city, will go in a body on the excursion to-morrow night. The Society of St. Vincent de Paul have also chartered a train from Baltimore the same day. It was erroneously published that the excursion to Richmond will be over- crowded. The fact is, that arrangements are made to accommodate any number that wish to go; but there are only 600 tickets out in this city and 300 in Baltimore. MARRIAGE LICENSES have been issued to John E. The Text Books an the Truth. Mr. itor: A New York house, bent upon presenting the District with some thou-ands of doilars’ worth of text books, having ployed agents aud counsel to force their gra- tuily upon this people, having addressed the citizens through the columns of two dailies by advertisement, argument an 1 communication, it behoves somebody to present the other side to the tribunal appealed to. A book agent, an ex-commissioner, three lawyers and a New York publishing house Pe of seven charitable devils, present, I know, a formi- dable appearance. The ubiquity of the first, the meliitiuons accents of the second, the tech: nicalities of the the third, and the sinews of the fourth offer a combination more terrible than an army with banners, against any opposition but that of truth, honesty and economy. Permit me, therefore, to state,as briefly as I can, the other side of this question. Admit- ting an independent authority on the part of the late Board of Trustees to change the text books, the question is, did they do so? It is true the committee on text books recommend. ed the change, and if the late board had sim- piv approved this report the substitution might have been effected. This, however, they did not do. On the contrary, they an- hexed a condition precedent, whicli was that Tid publishers should enter inte a cer- tain contract with the Commissioners, By this provision the late board vol- untarily rested their proposed change upon the willingness of the Commissioners to enter fnto this contract, recognicing, and as far as they were able, conferring upon the Commissioners a discretion in this matter, It would be absurd to think of a contract exeept as an agreement which both parties are able and willing to make. For they are not bound to enter into a contract recommended to them by the school board or any other board. THE ACTION OF THE PRESENT BOARD. When the present board met they adopted unanimously the by-laws and rules contained in the annual report of 1876-77. One rule pre- scribed the text-books, and among them Davies’ series. if Robinson’s had been substi- tuted by the late board this action on the part of the new board reinstated Davies’. An effort was made to confirm by resolution the action of the late board, but as such confirma- tion embraced the substitution again of Rob- inson’s series it failed for the want of a two- thirds vote. = The last question which is raised by this affair refers to the relative powers oi the Commissioners and Board of Trustees. It is submitted that the organic act of June llth, while it conferred on a board, to be appointed by the Commissioners, the powers heretofore vested in the late board, it also conferred gen- eral powers of supervision upon the Commis- sioners which not only obligated but author- ized them to exercise a controlling care over all District matters, and the action of all their appointees. A supreme executive authority without such discretion is an absurdity. As to the moral element of this matter, I will simply add that it is very unkind and in- considerate on the part of this New York Perera house and their coadjutors to at- tempt to lead the Commissioners, by specious and fascinating speech, into signing contracts against their better judgment, when they are bonded in the sum of $50,000.
