Attention of Congress should be called to the urgent need of making provision for the Safe storage and preservation of the records of the public departments, and of Congress itself. Thousands of clerks in Washington are constantly engaged in preparing, exam- ining and in handling papers which, when finally acted on, must under the laws be kept, but of which comparatively few are ever again consulted. Yet it is almost impossible to de- termine which of these papers may after a time be found of great importance to save the TWnited States loss of money, or to vindicate the character of a public officer under unjust Suspicion, or to convict a defaulter or crim- inal. Under existing laws 1t is forbidden to destroy any of these public records, except eancelled bonds and currency. The aceumu- Jation is immense, and it increases constantly. The number of clerks in the various executive departments is less than during the war, and extensive and most costly additions have been made to the public offices, yet they are prob- ably at this time more crowded than ever before. Piles of papers take and fill all the Place and space vacated by reduction in the number of clerks. The burning of the Patent Office is a conse- Guence of this accumulation, and the inspec- tion by a board of engineers, called after that conflagration, showed that searce a pul building in Washington is free from similar accumulation of inflammable material, filliag up all the out of the way corners, all the dark rooms and all the roof spaces of executive and of legislative offices. The Capitol itself is thus endangered. In the Quartermaster General's office are Many thousand, perhaps twelve or thirteen thousand, claims for quartermaster stores taken by the army in loyal states during the War, with th testimony for and against them, Aurnished by claimants and their attorneys, or collected by the agents of the (uartermaster’s Gepartmert employed in the investigation. They constitute a very large bulk of papers. ‘Heretofore it has been the custom of the Quar- termaster General, when he has completed the examination, under the law of 1364, of any one of these claims, to send all the papers, often voluminous, to the Third Auditor for preservation, whether proved io be just or ne but the fileroom of the Third Auditor, it appears, is now so burdened that that officer has been compelled to request the Quartermaster General hereafter to send him Only such claims as he reports favorably for allowance. The others accumulate in the building occupied dy the Quartermaster Gen- eral, and are so much fuel to add to the dan- gerous condition of that office. These records ought to be preserved ; they embrace the evi- dence which defeats claims against the Treas- ury amounting to many miliions, perhaps $16,000,000. ‘The proper provision for safekeeping of these ‘and of all records and papers not in current use, is a fireproof Hall of Records. It need not be a costly building. There is no Oecasion to spend a million dollars upon such a storehouse, but it will greatly relieve build- ings which have already cost 2) or 30 million and which are now obstructed and endan- gered by these pilesof inflammable material. The best fireproof material is bricks. We think that it should cover a large space of ground and be of a single story, with paved floor and fire-proof roof, and divided by fire- Walls into spaces of moderate size, so secured that even a considerable fire would be entirely confined to the cell in which it originated. Such a building without cellars or upper fioors, of moderate height, thoroughly drained and ventilated, and not heated, and therefore not liaLle to be set on fire, would be dry and Safe, and not costly; and such a building ought to be at once erected in a central situa- tion, convenient to the executive offices, for all executive records. Another should be erected near the Capitol for Congressional records. There is plenty of vacant ground in Washington, and it is not necessary to pile Story upon story. $2)),000 would provide all that would be needed for some years. Well, asa general thing, @ few of the inside managers get away with all the money. After that it doesn’t matter much “what is wrong.” —__~-<-2-_____ ‘We haven’t yet seen the name of Cohen as one of the witnesses before the labor question congressional commission iu New York. Why The numerous objections urged against ele vated railroads by the unhappy beings con demned to live along their routes have re- sulted in the passage of a reso'ution by the common council of Brooklyn against granting permission to build steam roids on any or all the routes recommended by the rapid transit commission. This action gives the quietus to schemes for extending such roads in various | parts of Brooklyn. The city authorities have discovered a more effectual way than by th> | employment of Edison to prevent the noise of | elevated railways. When Brooklyn finds her present facilities for transporiation inade- quate, and discovers that her streets are too crowded for ordinary railways, she may be expected to follow the advice of the Engiish papers and choose underground in preference to elevated roads. Or perhaps she exoects from point to point in air ships, and that all kinds of railroads will be superseded. Ic is a good bit of news which comes from New London, that a lot of dutiable goods brought there by naval officers on the U.S. ship St. Mary’s is to be seized by the customs officers and confiscated under the revenue laws. This abuse has been going on so long that naval officers crulsing in foreign parts have come to regard the smuggling of goods for themselves and friends as one of their vested iights, and it is high time it were broken up. The claim that the commander of the vessel is ‘‘ignorant of the laws relative to customs duties” is just too touching for #ny- thing. He ought to be translated to private life, in order that he might read up a little. We learn, upon the authority of a member of the Chinese embassy, that the visit of Mr. Chin, the senior Embassador, to Hartford, is to consult with his associate, Mr. Wing, and to rest fora few days in the “Mission House,” while preparations are made here for the em- bassy. It is perhaps not generally known, but it is a fact. that the Chinese government owns @ spacious building in Hartford in which the entire embassy can be accommodated and cared for by their own countrymen. At that point they will tarry for a few days, simply to Prepare for their presentation to the Presi- dent and their permanent residence in Wash- ington. The statement that the embassy has rented the Stewart mansion for asresidence is incorrect. No choice has yet been made of a house. If “ Uncle Dick,” as the boys familiarly call Governor Bishop, of Ohio, had let real estate and politics alone his grocery business would be all right to-day. Mixing sand with sugar is nothing compared with the tricks of politi- cians. “Chinamen’s bones for fertilisers” would make a nice Presidential battle ery.
