Otherwise the paper cannot be sent. ———————— There seems to be a good deal of confusion and uncertainty,even ia the minds of news- paper people, as to what is meant by the term “a strong goverament,” which is just now coming into quite common use in this country. So clear a head as that of the New York Times, for instance, is led to say “The truth is, that all the current tatk with Yegard to “a strong government.” deriving Ls Strength om the eleeiivn of this or that per- son to Presideney, is either dowaright honserse or is as indefensidie qs rebellion. AS | the expression of a belief that the government | acquires trom the Presiden whatever strength it possesses, it is too fuolish to be misehiev- ous » This seunds w but it would be worth vastly more if there were not a good many people still living who are able to remember and compare the characters and administra- | tions of Andrew Jackson and James Buch- apan. Does our contemporary believe, for example. that if Buchanan had been in the | White House in Jackson's time, the South Carolina nullitication disturbance wou'd have been nipped in the bud, as it was? Or that if Jackson had been President in 1850 the country would have been drenched in blood for four years afterward, as it was? It isthe study of these things that has set people to thinking and talking about a strong government; and whether it means Grant or not, it does mean that there are a great many people in the United States who honestly believe that there are forces of various kinds now at work which will before very long require a man in the Presidential chair of the Jacksonian rather than the Buchanan type of character. They don’t want anything but a Republican form of government; but at the same time they don’t intend that that form of government shatl be destroyed for want of a man at its head wio is Strong enough to save it. There is no reason why men should be com pelled to labor on governmeat buildings at Starvation wages. If there is no other way of Stopping it, Congress should, in making ap- Propriations for public works, stipulate that all contractors and subcontractors on said works shall pay to their employes'the same wages paid by the government to workman of the same class in the same neighborhood. If this principle was estabiished it would be as fair for one contractor as another, and greatly benefit the workingmen. Cheapness is not always econom: The labors of policemen, poundmen and disciples of Mr. Bergh are all necessary at this season to preserve the proper relations between men and dogs. The call for the pay- ment of atax on such pets now sends many of them homeless into the city world. Tuese animals, becoming famished, dirty and dis. eased, may be depended upon to develop hydrophobia, if left alone. The system, then, isa wise one which imposes upon policemen and poundmen the duty of preventing the dangers that would naturally follow, by kill- ing such dogs. The greatest favor that ean be granted the unfortunate curs 13 speedy death in as nearly painless a form as possible. Otherwise great cruelty may be committed. There has come to our attention a case where the boys of a family in a fashionable part of the city turned their dog into the streets. He was Sometimes given morsels of food by the neighbors, and slept where he might. No policeman or poundman appeared, So the former owners hunted the dog with a pistol in an alley where he had taken refuge. AS aresult of the first night’s sport the dog Was shot through the leg. This wound was bandaged up by some sympathetic small boys. The next night, after the living target had been fired at some half dozen times it died in agony. Hunger, thirstand a lingering, painfuy death might have been spared the wretched animal, if compassion were not, apparently, a lost virtue. Such cases will not occur often for persons in the vi where ihe butchery is likely to take place will demind for their own protection from stray pistol bullets that these unskilled, unauthorized dog killers be Severely dealt with. Our police force is small and the poundmen cannot be everywhere, but it is to beregretted that by their presence this aggravated cruelty could not have been pre- vented.
