Persons leaving the city may have THE STAR Bent to their address by mail, postage prepaid, for Such perio! of time as they may desire, at the rate Of 15 cents per week, 60 cents per month, $1.75 for three months, or $3 for six months. 44 The money to pay for the time required must In all cases accompany the order, Otherwise the Paper cannot be sent, — If, without disrespect to she National party, it may be compared, in \.ew of its relative size and order of development, with the tail of an imaginary dog whose body is made up of the other political organizations, a doubt may proper! ested as to the correctness of sconelusion that a dog mt t wag |, beeause the tail ean't wag the dog. | "r operation seems to have been suc- | cessfully performed in California, and not a | few other states are anxiously waiting to be | assured that they shall not witness a similar performance within their own boundaries. An interesting fight may be expected in Mass- tis, if General Butler, who manages to vod deal in his oblique glances through litical grindstone, has not lost his shrewdness, and entirely miscalculated the Strength of the Massachusetts Nationals. The | Genera! would take great pleasure in holding the ance of power in his state, and in dictating the way in which its offices and honors should be divided. In Pennsylvania there isa delightful uncertainty in the politi- cal struggle. The election of perhaps half a dozen Congressmen apiece by the two leading parties may be counted on as certain, but ina majority of the twenty-seven districts the re- sult is douttful. This chaotie condition of affairs, together with the hot weather, is ex- pected to cause an alarming mortality among the Pennsylvania political prophets. Candi- dates, a!so, will be in a distracted state of mind until the drawings are made in this grand political lottery. The figuring im regard to Luzerne county, whose vote is put down, just now, as the factor which will decide the con- test, will give an idea of the data from which calculations as to the result must be derived, In 1 with a total vote of 26,774, the demo- cratic majority was this majority de- ereased in 1875 and inereased in 1876. In 1877 out of atotal vote of 25,508 the democrats obtained only 4.415, the repul n vote being 6,405 and the Nationals sweeping the districts with 1. As this result may be changed at the nextelee tion by the ballots of more than ten thousand registered voters in the county who failed to get to the polls last year, aud as the most con- tradictory estimates of the strength that the nationals have retained are made, it may safely be asserted that it isimpossible to de- termine what will happen at the pulls of Lu- verne courty next autuma. And if, as assert ed, the result of the Pennsylvania election depends on the decision of this county, we must firmly refuse to point out the next gov- ernor of that state. In both Ohi d Indiana the managers of the two great parties have gone “a wooing” to the national party, and it is not yet evident which is the favored suitor. In New York, too, it has been seen that prom- nent state officials are not indifferent to the new comer among political organizations, and the nationals of that state may congratulate themselves that they have at least made many politicians decidedly uncomfortable. But it is unnecessary to multiply instances where the growth of the new party is spread- ing consternation. The avoidance by the na- tionals as a party of the errors into which there is danger that they will be led by some Shouting demagogues will make the fears of the old parties well founded; and it is this alone which wiil cause the increase of the new Party to be other than a mushroom growth like that of other political organizations which have temporarily cut a figare in the history of this country, and quickly passed away. Didn't the raving Reavis urge a “superior climate’ as one of the reasons for changing the seat of government from Wash- ington to St. Louis? “Out of the frying pan Let us see! | } | into the fire’ would be nothing along side of a trade like that. Paris will, of course, have its international Woman's rights congress. The sessions will begin on the 25th of this month. If one may judge from the proposed programme much valuable information will be elicited by the Giscussions, in reference to the condition of woman all over the world. Movements to im- Prove the condition of women, their education, hygienic laws pertaining to them, their work and wages in different countries, the civil, commercial and penal laws which discrimi- nate against them, the laws of marriage and divorce and the social evil will all be diseussed and needed legislation will be recommended. #8 the right of suffrage is not given even to Lien In some of the countries represented, that feature of the discussions at such meet- ings in this country is not likely to absorb the attention of the Congress. Theodore Stanton Mrs. Julia Ward Howe and Mrs. M. A. Liver- more are the representatives of America. The thirtieth of this month will be an excit- ing day for Germany. The canvassing for the ag elections, which will take place on as been of great activity, and a gle for mastery at the polis will e occurred. Though the attempts the Emperor's life wil have the eifect of er the power of the government in the LeW parliament, and will give new strength to x movement for repressive measures against Socialism, it is not believed that Bismarck om ha will gain so decisive a vietory that he can act indepen¢ of the national liberals. As France's representative in natural his- tery is the festive rooster, it ts only natural that its trattic in poultry should be the largest inthe world. It exports into England alone between two and three hundred million eggs The su: that on asphalt pavements unshod horses will be used to the greatest advantage to owner and animal is worthy of consideration and gestion made in the London Times experiment. It is stated that in Brazil unshod horses travel over the roughest roads with the heaviest loads, after their hoofs have become properly rounded, with increased sureness of | footing, a diminution of expense, and an ad- s€iice of the diseases tha: are caused by the practice of shoeing. If shoes are unnecessary in the circumstances suggested by the writer im the Times, it is worth while examining whether the horses which slipon asphalt when sho@ in the ordinary way will not travel to Detter advantage when a larger and rougher surface than the hard, bright shoe gives a fout- ing on the pavement. ————— 02 Instead of fooling around with the eclipse ‘out in Colorado, Edison ought to be inventing & coolophone, or whatever he wants to call it ‘That would not only make him rich and Aamous, but everybody else happy.
