Assessment of Property in the Dis- trict of Columb: A properly revised assessment of the prop. erty in the Distriet for taxation purposes under the working of the new law, is of the utmost importance to every property holder, and should command the immediate attention of the new Commissioners and the board of assessors. The rate of taxation as fixed by Congress, one dollar anda half on each one hundred do'lars of assessed valuation is satis- factory: and now the important matter is to have relief from opp-sessive assessments. The immediate benefit resulting to our tax- Payers under the provisions of the new law, whereby the United States contributes, as its portion for the government of the national capital, 2u amount equal to that contributed | by our property owners—is in a reduction of | the burden of heavy taxes upon property, apd this remedy now lies entirely with the Com- missioners and the subordinate board of as- Sessors. During these times all property should be appraised with due regard to the depressed condition of affairs, and no attempt shoulki be made to swell the government's Proportion at the sacrifice of the property interests of our tax-payers. To follow a differ- ent course would defeat the relief sought for under the provision of the law, and leave the burden of taxation upon oppressed property holders the same as before the passage of the new government act. The immediate available relief to property interests in the District, by the provisions of this new law, will be manifest only upon a prompt reduction of the appraised valuation of property assessed for taxation. This is one of the most impor- tant matters for the cons! Commissioners, and directly erty interests of every ta triet of Columbia. Willis upon the general subject, we append for the benefit of our correspondent and others interested, what he has to say in re- | gard to this point: “Forenoon exercise on horseb: ingly delicious as it is in a bree day—is a forbidden fruit to invalids three incidental reasons. First, as I have already explained. it exhausts the stock of elasticity for the twelve working hours of which it is the beginning. Second, it irritates (often into profuse bleeding from the mouth, in my ease) the comparatively empty stomach, which needs the cushioning of food for its half-healed membranes. And, third, it renders later exercise impossible—thus depriving the nights seep of the immedia‘e lull which fol- lows fre h fatigue, and substituting for it the wakefulness of exhaustion, prolonged through a long day into nervousness.
