The renewed activity in the transfer of realestate, and the growing demand for in- vestments in real property in Washington, is evidence that the great benefits resulting from the new government for the District of Co- tumbia is being rapidly appreciated by our citizens and others seeking safe investments. The United States takes exclusive charge and management of the affairs of the national seat of government, which gives a perma- nence and stability to all substantial interests in Washington heretofore unknown, and not possessed by any other city in America. By the general government thus taking control of all local matters, any inerease of municipal indebtedness, and consequent inerease of tax- ation is strictly prohibited, and can in no wise be accomplished but by the direct action of the United States government. This is a pro- tection to investors in Washington property which no other city inthe country affords. And now is the goltes opportunity to make im, ovements, as building materials and labor are down to the lowest living rates, but with a decided prospect of such an inereasing de- mand in Washington under the impetus given to our prosperity by the new government, will, not unlik: enhance the season. At a moment's notice the channel can be made impassable by an effective torpedo system. If all beacons and buoys were removed from the water-way no one could follow the channel and navigate a first s iron clad safely up the Thames, and if it were possible to keep in the channei suf- ent depth of water would not be found to h heavy ships as far up as the city. | Having thus proved to its satisfaction that | there is not enough water in the river for iron clads tocome to London. and that, if there were, it would be impossible after the re- mova! of certain buoys, for the enemy to find it, and if there were sufficient depth of water and the hostile ships should find it, they would be blown from it by torpedoes, or swept from it by the cannon of the forts, London feels safe. With the expenses of a desperate struggle with Russia weighing her down, with she prospect of being compelled to pay a war indemnity confront- ing her, and with curtailed dominions from which to draw her revenues, Turkey's finan- cial condition is desperate, and would seem to be hopeless. Unless Great Britain takes charge of Turkey in Asia, and by managing its finan- cial affairs economically enables it in time to pay what it owes, the Englisn creditors of Turkey will be apt to find thatthey have made a bad investment.
