Mr.tNorris and Mr. Browne ap- peared for the petitioner, and Mr. A.B. Duvail lor the respondent. THE POLICE CoMMISSIONERS met last night, Mr. Britton in the chair, and all_ the members present, and an opinion of Mr. Francis Miller, assistant attorney for the District, in relation to street peddlers was read. This was elicited from the case of Hartag, the soap peddler, who was dismissed in the Police Court. ‘The attor- ney expressed the opinion that it was betier in petty cases of this kind, when persons are en- deavoring to earn a living, to allow them to do so, as it would save them from the poorhouse. The chair said the original com- !aint came from the treasurer of the Distiict, is attention haviag been called to some pen- cil peddlers by a firm of stationers. Other were willing that these allowed to go on, and not interfered with. If ai rests are made by the police, it turns out that offenders either produce permits from the ex- ecutive authorities, or they are dismissed by the court. The police should not bs blamed for these innovations on District ordinances. Mr. Somerville gave ar account of the system in yogue in Richmond, . (about the same as in New York,) for caring for persons taken ill in the streets or sudden illness, which he and C ing a re- cent visit to that ciiy, and which has been twice described in Tite Star. Two resident surgeons at the almshouse, with an ambu- lanee, are always ready to respond toa call. With telegraphic communication all over the city, they are enabled to visit any case at very short notice, and almost immediate relief is rendered in every case of casualty or sudden illness. The system is inexpensive, as the young surgeons are appointed by the state ‘rom the medical colleges, and serve without compensation. He thi could be inaugurated in this District’ at a small cost. Red badges were worn by the members on their coats, and some displayed plumes in their hats. The officers wore red sashes and dress swords. At Lindell park there was some speaking, one of the orators mentioning it as monstrous that “men may live in America for 60, 70, or even 80 years, and yet, owing to the very wants of the prineipies of socialism, after such a period of honest toil, he may die as Poor as he was born.” There has been but little arming yet, owing to lack of funds. At one of the meet- ings to form military companies it was pro- posed to procure a charter, which would only cost #5, and secure them from any interfer- ence by police or military, but the idea was abandoned because they would then be sub- ject to the control of the governor, like any other state militia, and “be compelled to flgnt against their own friends.” Their estimate for equipment is $7.50 apiece for muskets and 3.50 per mgn for ammunition.
