THE EVENING STAR. WASHINGTOD FRIDAY......,...... -May 24, 1878. CROSBY 8. NOYES....Editor. Average sworn Daily Circulation over 17,500—being a much larger bona fide, regular and germanent circulation than that of all the other daily papers im the city added together. Double Sheet on Saturday. The double sheet Stak of to-morrow will be one of the qost interesting and attractive of these popular issues. To enable us to get to Press s-asonably to work off the very large dition requisite to meet the demand for the double sheet, it is desirable that advertise- ments intended for that issue should reach the office early to-morrow morning ;and if they are sent in to-night, yet more opportunity will be afforded for their proper classification and display. —————~<~-e-—__ We are glad to see that the Board of Metro- poli'an Police Commissioners has under con- sideration the adoption here of the ambulance system, for the speedy relief of victims of ac- cidents or crimes, and people suddenly taken ill in the sireets, already accomplishing great good in other cities. New York has a very extensive and expensive sys‘em, but the Rich- lan, favored by the Police board and y twice recommended by the Stan for nm here, would be better suited to our needs, as it is inexpensive and efficient. The ambulance with stre‘cher. medicine chest and case of surgical instruments is kept at the city almshouse, which is connecied by tele- graph with the police stations and other points. Two young resident physicians are a'wey on duty at the an ambulane alarm is sent in,a quick mov ing horse is hitehed to the ambulance, one of | these young doctors takes his place in it, and within a few minutes, relief arrives to the sufferer whether by accident or illness, and the | patient is comfortably removed to his or her | home or to a hospital. The response to alarms is made as promptly as the res onse by the fire department toa fire alarm. In this city a sufferer is roughly carried tothe nearest drug s'ore until a doctor can be summoned, and then an unsuitable conveyance has to be hunted up by the bystanders to remove the patient. The advantages of the ambulance System are apparent to ail residents of large cities. —_——__-+e--_____ The Pennsylvania democratic convention yester¢ay, in its platform, declared in favorof an investigation into the eleetoral frauds of 1576, but in oppysition to ‘any attack upon the Pres dential itle, as dangerous to our in stitutions and fruitless in its resuits.” The Pennsylvania politicians, who are about as Smart as they make them, appreciat? fully the fret that more political eapital is to be lost than gained by reopening the Presidential set"! t. The compromise between the masters and operatives in the English ke districts, which Alderman Pickop has been so indus- triously engaged in e avoring to arrange cannot, it seems, be ected. The vote of the uncompromising strikers on the proposition in its favor and 12,172 opposed. This result was to have been expected as the strik- ers are not yet prepared to yield, and the com- promise plan proposed virtually amounted to an acceptance by the operatives of the offered terms with the condition that wages should be advanced when business improved. The Senate in its diseussion of the District Lill yesterday was occupied mainly with ihe consideration of the tax feature. The rate of taxation upon real and personal estate was reduced to $1.50 upon the hundred dollars; the Same rate provided for in the House bill. An amendment was adopted allowing a deduction of five per cent. on taxes paid within ten days after notice. To meet emergencies the Com- missioners were also authorized for the first fiseal year after this act takes effect to antic. ipate the revenue to the extent of $26,000 at an interest of five per cent.. to be repaid out of the revenues of that year- The restvictions noted were made in order not to afford an opening for borrowing this amount of monay every year. ———-<+e -—___ The request which, it is reported, the Bel- gian government wiil forward to the United States, asking a complete publication of the correspondence leading up to, during and after the sitting of the fishery commission, in order that Mr. Delfosse’s connection with the commission may be properly understood, is a reasonable one. If an injustice has been done to Mr. Delfosse and Belgium by an incomplete publication of dispatches, action should be at once taken to set the matter right. It should also be considered that we cannot afford, as an arbitrating nation, to make additionally odious the thankless office of arbitrator. The nomination of Mr. Dill by the Pennsyl- vania democratic convention yesterday places the three political parties of the state fairly in the field for the struggle for governor. The undetermined strength of the national party is the disturbing element in all calculations as to the result of the coming election; it is suf- ficiently great, however, to cause the demo- crats to throw the nationals a sop in some of the provisions of their platform, and to make the prospects of the opposing candidates of the two older parties appear delightfu'ly un- certain. The chairman of the Vermont republican convention yesterday made a rampant attack upon the Administration, but the cooler heads inthe convention who had the building of the platform did not endorse these views, but on the contrary, introduced a nk endorsing the President: which platform was unap mously adopted. Col. Redfield Proctor (she present popular Lieutenant Governor of the State) was nominated for Governor by accla- mation, and the republicans of the Green Mountain state will go into the field with an undivided front. His conquerets, instead | of bringing him to trial and causing his exe tution, as they might easily have done, re- leased him, bestowed upon him the Cross of | St. George and an accompanying pension, and sent him back in honor te Constantinople. A disinterested action is its own reward ; so, if the Russians were disinterested, they have been rewarded, but not otherwise. The sud- Sidized Turk, instead of Russianizing his gov. ernment,as was perhaps expected, his colle ed astrony army of nearly 100,00) men, and will, if necessary, defend Constantinople as bravely as he did Plevna, until made seeure by British reinforcements. Tae Russian troops before Constantinople, weakened and decimated by typhus, and menaced on the ulanks and rear by the insurgents in the Rho- «ope mountains, unfriendly Roumanians, and uncertain Austrians, are in an unenviable sit. uation. In this condition of affairs the efforts vf Count Schouvalof, who appears in the role of the great conciliator, may not have been entirely unsuccessful at St. Petersburg, and negotiations aiming to keep the peace may be commenced on a new basis, though not with any especially cheering prospect of success. +e —___ Senator A.
