A CoTTON CLAIM CAsE.—The mandamus case of Alexander McLeod ast. the Secretary ef the Treasury, was concluded before Chi Cartter and Justices Wylie and Mac Arthi General Term yesterday. This was an action to compel the Secretary to pay a cotton claim, and the case was argued by Mr. Maury and Mr. Blair. It was true that the force was not large enough, but.to increase the number and reduce the’ pay was not the way to improve its efficieney. . Mr. Chappell opposea going outside the ranks of the Workingmen. The policeman was not a workingman, and ‘now receives a pay largely in excess of the workingman. Jt would not take ten hours to fill up the force with as good men as now at $0 per month; he would take one of the places at that rate if he could get it. The policeman now receives ae, day, and the mechanic $1, and they would arrest the latter asa vagrant. Mr. Armstrong asked if the pay of ove set of men was reduced wonldn’t it have the ten- dency of reducing the pay of others. Mr. Davis (of the Brickiayers), asked if they put the policemen down as laboring men. Why Some of them are so lazy they can hardly walk: it seems to be a labor for them to walk, and for this reason they may be called laboring men Dr. Thomas said he was astonished by the remarks made; the arguments were the same used by the capitalistic power whoare grinding the poor. He asked if it required a man to use a trowel or some other tool to be a laboring man. He took in as laboring men all who labor with their hands or brains. He defended the police, and said that those who conserve the panic peace, and protected their lives and Property s ould be well paid. r. Barker expressed astonishment that a man who called himself a workingman should on this floor assert his readiness to take the place of another at half price. Mr. Evans expressed the hope that Mr. Chappell’s remarks would not be reported, for the police would be tempted to arrest him. Mr. Chappell said he hoped his remarks would be reported. As yet, subscriptions to the extent of only 25,000 roubles (or barely £3,000) have been re- ceived by the Moscow committee, although its operations began nearly a month ago.
