There have been abuses in the way of expenditure, there ave to-day abuses in the Way of expenditure in the Dis ict that Would not be suitered to exist anywh No peop who were to pay such tax expenses would ey Ss and | Tr vote Tey | ves, because bank - Would be the 1 them upon themse hopeles: and comple result.” Mr. Bayard did not hesitate to declare h’s conviction that under the cireumstances the P-oportion of one-half of the expenses to be borne by the people of this District is ex- cessive, and that it ought to be less even than one-fourth, “ justly considering the fact tha: the expenses of governing this town are chi caused for the entertainment and for the use and convenience of a non-resident population from all the rest of the Union. “Tt is,” he said, “simply absurd to suppose that this little town—for that is all it is—on the borders of Maryland and Virgima ean be main‘ained upon the seale which we now see it in, at such an expense to the local inhabitants. If it is to be—as I think it ought to be—a Federal eity worthy of the great nation whose seat of gov- ernment it is, then it seems to me that by far the greater portion of the expense must be borne by the federal government, and not b the loca! inhabi'a its.” The local popi ma of Washington, he pointed out, could not bear these expenses; the property will not bear it, not worth it If itis to be paid it must be paid out of the Treasury of the United States, from which in his judgment it ought to be Paid, because the laws contracting the expense and authorizing the outlay were passed with- out consultation with, or without sufficient consideration in any way for, the people whose property lies here. These are the views of one of the ablest, Most thoughtful and conscientious member of the Senate, and it isa matter of great sat- isfaction to the people of the District to have the weight of his good word in their behalf. The Congressmen who voted for the Potter resolution are beginning to hear from their business consij'uents. The latter probably care very little what becomes of Hayes, but they do care a good deal about having the business interests of the country upset by a movement they believe designed to overthrow the Presidential settlement. The proposed consolidation by Congress of the offices of Recorder of Deeds and Register of Wills is ill-judged. They have no relation toeach other. The duties of the former are within the ability of any person of ordinary capacity. In this District—different from most of the states—the Register of Wills is clothed With judicial functions and power, which re- quire legal proficiency, as well as business tact. One fitted for the former office may be entirely incompetent for the latter, while one competent for the latter would be undoubtedly qualified for the former. The two offices are so unlike, and the duties so diverse, that they Should not be blended in the same person. | England has many good reasons for her de- | sire to make the treaty of Paris the basis of any negotiations which will change the rela- tions of the European powers. Though parts of the treaty have become null and void through the course of events, it has not, as a | whole, been formally abolished, and until such abolition it is England's interest to main- tain the authority of its provisions, so far as | possible. Russia’s policy is to consider the | treaty as nullified by the practical abrogation of some of its regulations. If the treaty falls, the abolition of privateering falls with it, and | this is no unimportant fact in determining the different attitudes which Russia and England oocupy in relation to the treaty. England with Ler powerful navy can overwhelm any other pation on the sea if the privilege of fit- ting out privateers be denied. The abolition of privateering has been, therefore, the con- Stant aim of her policy, as the one measure | hecessary to make her, beyond question, the | mistress of the seas. In the event of war it is likely that Russia would ignore the treaty of | Paris aud make extensive use of privateers to pinnder England’s commercial vessels scat- tered on all the waters of the globe; and the | recent movements of vessels under Russian control may naturally be held to indicate that Russia is now taking the precaution to dis- | tribute her sailors where they can most con- veniently prey on Briti$h commerce. The policy of the United States in respect to privateerlng has been to refuse to agree to its | abolition unless coupled with a provision con- | fining belligerent naval operations entirely to regular war vessels, and securing all commer- cial vessels engaged in a proper trade from attack and capture. Our navy is, to say the least, not sufficiently formidable to be de- pended upon in case of a collision with a great naval power, and recourse must be had to pri- vateers. In our two wars with Great Britain, millions of dollars’ worth of prizes were thus captured. Between 1812 and 1515 the value of captures made by some American vessels is Said to have exceeded two milion dollars in each case. In the present condition of inter- national law, privateering, though after all a Sort of piracy, seems necessary to us, as well a8 profitable. But there does not appear to be any good reason why nations should not agree to make non-belligerents and their property as safe on water as on land. Mr. Vallarta, the great Mexican office- holder, has finally made up his mind to resign the Department of Foreign Relations, and take his seat as president of the Supreme Court.
