Kate Chase Sprague is having more afttreulty to get her bill through the House to reduce the assessment on the Edgewood estate Yhan she did through the Senate. It came up for cousideration in the District of Colambia, commiitee to-day. Mr. Bouck, with the evi- dent purpose to defeat the bill, offered an amendment that the reduced assessment be considered in the light of a Rratuity to the beneficiary. It was adopted. Then he moved that the bill be reported to the House favor- | ably. This was defeated in committee by a tie vote, because the friends of Mrs, Sprague argued that the amendment would kill the Dill in the House. Mr. Bouck moved to report the bill, with the amendment, to the House adversely. This was lost also bya tie vote, because Such a report Mrs. Sprague’s friends knew would kill the bill. After four or five tie votes had been taken on several propositions to agree to some kind of a Dill, the committee adjourned and directed its clerk to inform Mr. Clymer, who was absent, that his attend- ance at the next meeting of the committee is desirable to break the present dead-iock on the subject. The committee agreed to recor favorably the bill to incorporate the National Fair Grounds association. Also the bill toamend the statue of incorporation of the Columbian College, so as to allow an earlier meeting of ; the trustees than is now provided for. Prof. Welling, of the eollege, was heard in advoca- cy of the bill. A sub.comiittee (Mr. Mayham, N. Y., chair- man), was appointed to confer with the judges of the Court of Claims and ascertain if that court had the time to take up and adjudicate the claims against the District, and if so to draft a bill covering the subject. He pleaded guilty. The judge said he intended to put this tax on every transgressor of decency and propmiety who is brought in and convicted of these shameless acts. The morals of decent people are not to be corrupted by these lustful rakes, and they must be made to suffer for their ‘brutality.
