WEDNESDAY..... . May 8, 1878, CONGRESSIONAL. Conclusion of Yesterday's Proceedings. SENATE.—After our report closed — The pension appropriation bill being under consideration, Mr. Edmunds moved to strike out the second section of the bill, which, as agreed upon, reads, “that from and after the passage of this act, in case of vacancy from any cause, the office of pension agent shall be filled vy wounded or disabled Unr widows or daughters of Uni spoke in fayor of his motion. A number ol speeches followed, including one by Mr. Whyte, who favored the striking out of the whole section. He did not believe any such legislation was constitutional. He had heard too many years about the people of this country being free and equal. It was am American principle that every citizen was en- titled to the pursuit of liberty, happiness and pie office. He believed {n tak ing care of hion soldiers. He believed in giving them the advantage, all other things being equal, and no republican or democratic administra: tion either would discriminate against them. He opposed the principle involved in this legis- lation, and he did not care what party was committed to it, he would take the responsi. bility among his people of voting against all such legislation. The motion of Mr. Edmunds to strike out the second section of the bill was rejected— yeas 2, nay 20, The bill was then presented to the Senate, amendments in the committee of the whole were concurred in, and it was read a third time soldiers,” an@ and passed. Mr. Allison called up the Indian appropria- tion bill, and in explanation thereof said the committee on appropriations had made very few amendments to the bill as it came from the House. The amendments were unimport. ant. He moved that the five-minute rule be ied Agreed to. A large number of amendments reported by he committee on appropriations, increasing the discussion of amendmenis, Ppropriation for some raciesa few hun- dollars and decreasing it a few hundred dollars in other cases, were eed to. Also an amendment authorizing the Commissioner of Indian affairs to employ two special Indian a ensation not exceeding $2,000 ved to amend the House bill as to for the removal of the Nez Petces Indians of Joseph's band. now held as prisoners of War at Ft. Leavenworth, Kansas, to Idaho Territory, instead of the Indian Ter. ritory, as the Houise proposed. Pending this discussion the Senate, on mo- tion of Mr. Sargent, went into execuiive ses- sion, and when’ the doors we ropened, at 5:20, ad jour HOUSE.—After our report closed— Mr. Wood succeeded in having carried & ‘0 go into committee of the whole on the tariff. “A standing vote and a vote by tell~ ers both showed a small majority against the motion, but on a yea and nay vote being takem it stood ies 10, nays 108. ‘This result was ob- tained by Mr. Wood's personai solicitation, and Messrs. Reagan, Bouck, Patterson and Caldwell (Tenn.) were induced to change their votes from the negative to the affirma- tive. The debate was commenced by Mr. Banks in opposition to all the recommenda- tions of the committee of ways and means, At the conclusion of his sneect the committee Tose and the House adjourned. —— MARRIED.
