THE EVENING STAR. WASHINGTON: THURSDAY.,,,..........APFil 25, 1878. Average sworn Daily Circulation over 17,500—being a much larger bona fide, regular and permanent circulation than that of all the other daily papers in the city added together. To Advertisers. Advertisers are requested to send in their an- noun cements as early in the day as possible, and in ail cases !e0:e 12 o°clock M. The insertion in the same days issue of thoze reaching the office after that our cannot be assured. a According to the Paris correspondence of the New York World, a good deal of surprise has been expressed by the French, as well as by foreign officials connected with the Exhi- bition, at the number of commissioners ap- Pointed by our government. They consider one hundred and fifty functionaries to be an absurdly excessive staff. Other nations have deemed a president, a general commissioner and an assistant abundantly sufficient, and it is quite settled tha’ one hundred and forty- Seven of our noble army of commissioners will not be recognized in any way, not even to the extent of free admission. It seems, fur- tier, t at the arrangements for exhibitors are by no means on the liberal scale of our Cen- tennial Exhibition, which is spoken of in the most laudatory terms by the foreigners who took part in it, and who are now in Paris. At the French exposition, for instance, the ex- hibitors are required to pay exorbi antly for transporting goods into their respective see- tions, and are charged for the cost of sweep- ing and cleaning, and even for the water used. All these petty proceedings are contrasied with the extreme liberality ich distinguished the Centennial administra'ion. It seems that our exposition was not only a pecuniary sue cass, but that the handsome manner in which it was conducted has made us friends all over the world, who will be iy to respond read- ily when an invita’ion is extended to them to make another exhibit in this country. Th« full statements we print to-day of the latest political sensation, the so-called confes. Sims of fraud in the Flo ote at the late Presidential election, it will be seen by a care- ful perusal, leave the whole question just about where it was. There seems to be little doubt that the face of the returns showed the election of Tilden, and that the canvassing board rejected the votes of certain precines on account of alleged democratic frands, and thus gave the state to Ha If inquiry could be extended behind the settlement of the El-ctoral Commission, then the questions would arise in the ease of Florida, wer violations of the election laws by demac and had the canyassin legal right to throw out returns of p where such frauds had been committed. The scheol-book fiends are in W again to make another raid upon the px of parents. This time their little game is the introduction of a new arithmetic as a text- book. They make their descent upon us at the wrong time. Just now, when it isa problem how to raise money to keep the publie sehools going at all, the people are in no temper to be bled for the purchase of more school books. The quantity of books now required is more than the children ean well stagger under, and ifthe abuse is extended much further it will be requisite to adopt some other means of transporting the books to and from the s room. We may look forward to the day w! the school authorities will require every pupil to provide a hand-cart—possibly a dray—for the transportation of his pile of school books. This will naturally open up a fine field for the School furniture jobbers, who will d insist every few mon‘hs upon supplan: vehicle last preseribed by the schoo! authori. ties with a new back-action, self-dumping School-book cart, with patent axles, and springs abie to sustain some more books, On next Wednesday the latest reopening of the permanent international exhibition wili take place. These reopenings so frequent, though at irregular intervals, give an eajoya- ble excitement to life in Philadelphia. <= -_____ The “gross injuries” to which an American naturalized citizen has been subjected in Costa Rica, and the disrespectful treatment of an American captain at Grenada, give the United States an excellent opportunity to uphold its dignity after the manner of Germany. If any of our formidable vessels of war can be patched up so as to sail that far in safety, one should be immediately sent, and half a million dol- lars of indemnity be colleeted from the offend- ing governments. If there should be any of the indemnity remaining after the cost of the expedition was paid, it might help us to re sume. This suggestion is not to be sneered at. “The fresh outbreak of hostilities in Roume- lia_has at last decided Austria to consider means of defence.”” It is perhaps about, time she was bestirring herself if she means to have a hand in the set- tlement of affairs or expects her voice to carry with it any weight. The statement that tha Russians have sufficient troops so situated as to be able to march irresistib'y to Vienna, while it may be doubted, nevertheless indi- eates that Austria is far from prepared to fully utilize her great resoure2s and com- manding position in case of trouble with Russia. The Russian and German chancellors are both reported to be seriously ill. Who can tell how the destinies of nations would be changed by the sudden death of either of these men! There comes through the British Medicw Journal of April 6 the report of a convales- cence from hydrophobia after it had fairly de- veloped. en the high professional standing of the ph; ians who had the ease in charge will not prevent the report from being re. ceived with incredulit It is hkely that all the particulars of the case will soon be known. The discoverer of a cure for hydrophobia would rank high among the benefactors of mankind. ————-+-e-__ The modern extravagance in dress among the women is not without its advantages.
