SENATE—After our report closed— The bill extending the time for the comple- tion of the Northern Pacific railroad was amended in several particulars, and passed without a division. HOUSE.—After our report closed— Piperard Bandai, ordered ne Roles against e manner oO! e e of the river ane Rar bor hee bond etn . * e reading of the protest having been com- pleted, Mr. Hale submitted the question whether it presented a question of privilege. _Mr. Reagan argued that it was nota ques. tion of privilege, and quoted rules and pre- cedents against it being so considered. He urged that he was merely defending the honor of his committee and the integrity of the House, and asked whether it was expected that he should sit with his mouth closed and allow deliberate written assaults to be made on himself and the committee on commerce? Mr. Cox disclaimed any intention to reflect on the integrity of the members of the com mittee on commerce, but he claimed the right, if possibie, of reforming this bad practice of legislation. He found in the bill a proposition tor the survey of rivers where there Was not water enough to make a mill race. On some of them, as has been said, a man could not find adam by the mill site, and could not find a mill by adammed sight. (Laughter.] Most of the rivers provided for in the bill were not worth a dam. [Laughter.} He found in the bill provision for a river in Kentucky, and he was told by a Kentucky member that the only way to make that river a thoroughfare was to macadamize it. (Laughter.] Mr. Hewitt said that he had signed the pro test because he had not had a chance to study the bill. The bill took out of the Treasury $7,000,000 by a process of combination from the hard earned money of the people. A long colloquy ensued between Messrs. White and Wright, Representatives from Penn- sylvania, in reference to a couple of all streams in the western part of that state pro- vided for in the appropriation, the latter con. tending that they were utterly insignificant and unworthy of survey. Mr. White flourished ‘a book containing an engineer's report on the subject of these streams, and when, in answer to Mr. Wright's oft-repeated question, Mr. White spread out a map on which the streams were indicated, Mr. Wright pointed at the map with an air of ‘con- tem ptacus triumph and said that (the width of the sheet of paper) was the width of these streams. He seized and waved the map in Mr. White’s face (for they had then come close together), and Mr. White made a motion as if he would throw the volume at Mr. Wright's head, and all through the ludicrous scene (as throughout the whole day's session) there were shouts of laughter, uproar, confu- sion and unbounded disorder. Finally, after 4% hours consumed in this manner, the Speaker enforced order, and pro ceeded to state the decision at which he had arrived on the point as to whether the protest presented a question of privilege. He referred to precedents in the 3d, 28th, 31st, 36th and 3eth Congresses, in which protests had been received and read, and in two of which the protests had been entered on the journal. He intimated his own opinion that no harm could come from letting a protest. be entered on the journal; but following the Manual,which gov- eined him, he recognized that the question related to the privileges of the House, and he Fould therefore submit it direetly to the jouse. whether the paper in itself presented a ques. tion of privilege. The question was put and it was decided in the negative—yeas 52, nays 180. Mills then moved as a matter of cour- tesy to those who signed the protest it be en- tered on the journal. Rejected. Mr. Durham, from the ‘conference commit- tee on the deficiency bill for temporary clerks in the Treasury department, reported that the committee had agreed by ‘compromising on the disputed points, The report was agreed to. SERIOUS CHARGE AGAINST A MINISTER — The Wheeling Jntelligencer of Saturday says: There is a scandal down at Baersville, Ohio, of considerable magnitude, involving Rev. Thorn. ton F. Phillips, who is accused of a wanton as~ fault on Miss ‘Almara Tisher. Charges have been preferred against him to the presiding elder, and he will be tried early in May. The lady is highly esteemed in Baersville. She is the daughter of the pilot on the steamer Cou rier. Rev. Phillips was boarding in the family at the time he committed the assault.
