In France, for example, the inereaséd expend. iture oceasioned by her defeat provided for until ] rs after een contracted, and in Russia finances are not as easily regulated as in Franc The sum above mentioned is therefore only a small part of the permanent cost of the war. It is probably an underestimate to place the entire outlay at $500,000,000, very little of which ever be recovered in cash by the exaction of an indemnity from prostrate Turkey. ‘The credit of Russia must stand very hig! ; the depreci rouble by over-issues of paperewrr the proceeds of taxes go less far than formerly, as it increases the cost of everything. Taking all these facts into consideration, it may be regarded rather under than over the mark to assume that the permanent addition to the expenditure will reach $50,000,000 or $80,000,000 per annum, and just ho is to be met is what now puzzles Russian thinkers and fills them with alarm. An income tax, which will reach all classes, must be one of the first re- forms inaugurated as soon as peace is re- stored, accompanied by a policy of strict geonany and universal retrenchment. The press fully recognizes the dangers of the pres- ent and the immediate future, and innumera- ble are the remedies proposed.—[ Corr. San Francisco Chron. THE ENGLISH PAPERS are tryin the cause of the Chicago walki: a walking away from all the professional pedes- trians of the “ Three Kingdoms.” The London Times says, but it is thin: “Great disappointment is naturally felt by most Englishmen that out of 17 starters none of them should be able to defeat the only for- eign competitor. Without wishing for a mo- ment to depreciate O'Leary's victory. we would point out that he was greatly favored by one or two circumstances. The fact of his being allowed a separate track is in itself a graet advantage. Whatever object the pro- moter of this contest may have had, there can be no doubt that it gave O any an inealenu- lable advantage. His track to the end was in capital order, while that of the Englishmen was cut up before the close of the second day. In addition to this the mere fact of the latter having to so often pass and overtake each other is in itself a great drawback. To some minds this is very a, apart from the round which is thus lost. This, in a task so lengthy, amounts in the aggregate to much more than may be supposed. Another advan- tage was the fact that O'Leary had a commo- dious tent close to the track, while the re- maining competitors were placed in wretched hovels about 20 yards distant, which, even in the wearied state of the men, were anything but inviting. We should mention that O'Leary had to walk an extra 50 yards every time he went into his tent. No one, of course, grudges any extra courtesy that may be shown toa man who has crossed from America op re to gompete. Still it is obviously unfair to strain these courtesies to the detriment of the other competitors, and should another walk be entered on we hope that the men will all travel en the same track. Vaughan’s pre- vious exploits pointed to him as almost the only man who had any chance against the American, and at one time it seemed quite robable that he would pe the victory. Per- had he confined himself to walking, and been on as favorable a track as his opponent, he might have won. His style is much freer than O’Leary’s, while he certainly has greater speed than his rival. AN Ex-OLD Marp’s Apvicz TO GIRLS.— But such marriages as mineare not to be ex- pected or even hoped for. It must be ex- ceedingly rare fer a woman of 40 years old to meet a man whose age, taste, habits and po- sition make their matriage a promise of happi- ness to both. Such a marriage is to be grate- fully’ rejoiced over if it comes, but it is pos- sible to be happy and useful without it. What T mean to impress on the girls, when I write to them, is that they should make themselves able to stand alone. I'll quote Margaret Ful- ler’s words on that subject to them. With self-sup) possible, unhappy years in the pa- ternal home aud many unhappy marriages will be prevented : a happy single life will be made possible, and a happy marriage will be more probable.
