NOYES....Ed Average sworn Daily Circulation orer 17,500—being a much larger bona fide, regular circulation than that of all the other daily papers in the city added together. —_—<—_—_—$——— ‘The Defeat of the District Bi It is a strange fact that the House should spend over forty-eight hours over the District bill and agree to each separate section, and then turn around and reject its work as a whole, on the demand for a roll-call vote. The two main causes for its defeat are said to be the property qualification for members of the council and the poll-tax for voters. It is alleged. also. that various District officials to be legislated out of office by the bill, worked for its defeat. We can hardly believe this to be true, for any District officer must be dull of apprehension who does not perceive that office- holding here would not be a bed of roses for any man responsible in any degree for defeat- ing a measure which the people of this District have so much at heart as the fifty per cent. apportionment. As regards the property qualification and the poll-tax, it is under- stood that the District committee will strike out these features and report the billagain. Several members we hear say that they will vote for it with these amend- ments, and it will not require a change of many votes to carry the measure. Congress has so fully committed itself to the necessity | for legislalion this session for this unfortunate District that it cannot, with any consistency or without laying itself open to the charge of childish trifling with the serious interests in- volved, go on perfecting bills of District gov- ernment merely to Knock them on the head after they are laboriously built up. About the National Academy of Sciences. The National Academy of Sciences, now in session in this city, numbering in its list of members the most distinguished men of this country in every branch of science, and in- cluding in its foreign associates some ef the most prominent scieptists of the Old World is in every way a notable body. From its emi- nent and venerable president, Professor Hen- ry, through the entire roll.every member is prominent in seience. Washington, a city of peculiar advantages as well as disadvantages, is not more highly favored in any other respect than in the fact that it isa scientific center where the citizen may meet at times with America’s Investigators and discoverers and learn the latest steps of progress taken by the world in the direction in whichits princi- pal advances are now made. Other advan- tages of the sessions of the Academy are not a few. The mere interchange of ideas among the foremost men of thought inthe country cannot fail to give increased vigor and effee- tiveness to their subsequent labors for the advancement of science. The papers read are epitomes of what is Known on each special subject at the date of preparation. Nearly five hundred of these, of great diversity.in topic and treatment, have been prepared since the Academy me into existence. As the Academy receives no assistance from the government, itsmeans for publishing the results of the researches of its members are limited. Aneffort is now being made, and we hope that it will prove successful, to establish a publication fund. In the past the resources of the body, mainly dependent on the liberality of private individuals, have been principally devoted to the assistance of original scientific investigation. The existence of the Academy places at the disposal of the government a trained body of inexpensive “experts.” By the act of Congress which incorporated it, pro- vision was made that it should, when called upon by any department of government, in- vestigate, examine and report upon any sub- ject of seience or art, the actual expense of sueh labor to be paid from an appropriation made for that purpose; “but the Academy shall receive no compensation whatever for any services rendered to government.” So when the Secretary of the Treasury wished to know all about sugars, their capaci ties for adulteration, coloring, ete. in order that the correct duties might be im- posed, he called upon President Henry to furnish the information. and the matter was referred byhim to a committee composed of those members of the body who were versed in sugar. So when the Secretary of the Navy wished to be informed as to the advisa- bility of certain changes in the Nautical Al manac, the services of the astronomical and mathematical members were called into requi- sition, Thus the labors of the Academy, be- sides having the prospective value that be- longs to all scientific investigation are fre- quently of immediate and practical utility. The removal by Congress in 1870 of the origi- nal limitation of its membership to fifty has enabled the Academy to place on its roll of members nearly twice that number. And it will continue to grow with the growth of seience, and will serve as the exponent of the development of scientific knowledge in this country. —____.~<«-.___ Althongh the bill for the change of the :Dis- trict government legislates the present Com. missioners out of office, and renders them ab- solutely ineligible for reappointment, we have Teason to know that they do not oppose its pas- sage, and have studiously avoided any action in a matter wherein they were personally in- volved, whilst always advocating the great feature of the bill, the 50 per cent., and leav- ing the form of government to be discussed by others. The feature of predominance at first accorded to the engineer on the Board of Com- missioners was changed ; since which the Com- missioners have in nowise opposed, but have favored the bill. The European diplomats are still digging mines and countermines. They have now burrowed so deep that it is almost impossible for the newspaper corréspondent to tell their direction or destination. In this erisis ot af- fairs the man atthe other end of the eable sends descriptions of the weather in London. The big city of Baltimore is groaning under a debt of four or five million dollars.
