THE EVENING STAR. WASHINGTON: MONPAY........ srreeee April 15, 1978. BY 8. NOYES....Edito Average mrorn Dail: Circulation over 17,500- being, a musth ‘arger bona, fides at of all the | daily papers in the city added er Segular, circulation than togeth Resumption Not Quite Reached Yet, The fact that two or three national banks in Chicago and Cincinnati have announced their | readiness to redeem their notes in gold, has given ground for the idea that specie resump- tion is a thing already accomplished : but this is a too hasty conclusion. Among bankersthe announcement in question by these banks is looked upon as_ merely an avertisement, and. not as indicating that a slight premium upon gold is to be wiped out at once. With gold at 1014 to 10014, there is no profit in “carrying it” at from 4 to 7 per cent.,and there is not likely to be any particular demand for it. Yet, | where there is any oceasion for its use, the | brokers will demand some percentage for sup- Plying it, and it is therefore likely to maintain a Slight premium of 34 to '4 per cent. until the period of resumption. In the meantime it is evident that the public are not particularly hankering for it as cur- | rency. In fact, in the seventeen years’ time in which it has been out of circulation the | people have learned to prefer paper money. On Saturday one of our city bankers paid out | a small quantity of gold to a customer, and the latter presently returned to get it exchanged | for paper, saying that he absolutely could not pass it. Another odd fact in regard to the old American gold coin, in cirewlation before | the war, likely to be brought out from the stocking legs where it has been hoarded, is, that from abrasion it is from 2 to 3 per cent. under par. The Treasury Department in tak- ing it is rigid in making the reduction, so that when this gold does emerge into use it will be Worth less than the greenbacks. The Prst has absorbed the Union and ap- rs toc ay under the name of The Post and fon. It is aimoureed, however, that the latter name will be dfopped after the partially completed advertising co itrac’s shall have been concluded. This is sensible; the double names for newspapers are a great inconve- nience and the practice should not be encour- aged. If Watterson would drop half the eum- | brous name—Co» rier-Journa!—of his paper, | he would earn the thanks of his subseribers | aud his cotemporaries. ———_-+e2-______ Gold was only one-fourth of a cent above greenbacks Saturday, and bankers and | merchants t and west have commenced paying out gold coin in ordinary business transactions, without reference to the slight | premium which it commands. And yet in the face of these facts, the financial wiseacres i Congress and newspaper o' €‘nyiner the country that it will be impossi | to resume specie payments by the first of | January next. Verily, as Horace Greeley used | tosay, “the way to resume is to resum If the finance-tinkers in and out of Congress will | only shut up and go home. the business of the | country will soon right itself. It is the sense. | less agitation that creates distrust and pros. | trates things. We suspect that it will presently occur to | Messrs. Howe and Blaine that their attacks upon Secretary Sehurz. with reference to his birth-place, were not quite judicious. Last week thy rman-American citizens of Knox. ville, Tenn., held a large meeting, when res lutions were adopted in answer to the asse tion of Senator Howe that the first enterprise of Carl Schurz “was to revolutionize the government under whieh he was born, that failing he fled.” The resolutions de that the revolution of 1818, in which Curl Schurz acied so prominent a part, was not a | failure by any means, as the leading reforms | then contended for by him and his compatriots haye been to a great extent adopted, and in- corporated into the government of German: this result being due in a great degree to the effort then made by Mr. Schurz, and that “six millions of German-American citizens in the United States, regardless of party, will never eful for the good his early patr in the cause of right have re sulted in to fatherland, be proud of the luster he has shed upon the German name and character in the land of his and their adoption,” The report of the committee chosen by the depositors of the recently closed Sixpenny Savings Bank, New York, to investigate the affairs of that institution, is not rose-colored The committee find that there existed among the officers and trustees a ring or clique. to ‘Whose mismanagement and dishonesty the disasters that have fallen on the institution are dire attributable. Many of the bonds and mortgages held by the bank were either absolutely bad or insuficiently secured. The attention of the Attorney General is called to mortgage transactions, which it is thought furnish ground for an indietment. It appears that some of the officers of the federal government were implicated in them. The failure of this bank brings distress to more than thirty thousand depositors. The respon- sibility in the matter should be brought home to some one, and if, as suggested, the law ean reach the guilty persons, it should be at once applied. We shall not emerge immediately from the present depression if, as we are so often told, confidence is what is needed. France expects to maki eigners on the single item of hotel charges this summer to reimburse her for what she paid to Germany after the recent war | ‘fh from for- Thongh Mr. Lyneh failed to establish a sue- cessful paper in Washington (as so many have failed before hin), it is due to him to say that his effort in that dire $ by ability, good temper, and keep up a high s disposition to | dard of journalism | The religious exeitement among the colored people in Richmond, caused by the contro. | versy between the Jasperites and the anti- | Jasperites on the momentous question, “D> the sun move?” has culminated in a great re- vival, unparallelled in the history of the city. Factory hands, domestic servants, and school children show a strong disinclination to en- | gage in temporal affairs while staggering un. | der the weight of their sins. The hill sides in | the suburbs of the eity are frequented by hun. dreds of the anxious engaged in prayer. In this connection, it may be wellto remind Kich. mond that her favorite son, John Jasper, is not unrivalled in point of religious discovery. | A Dr. Wild, of Brooklyn, has announced that | St. Patiick and the prophet Jeremiah are one and the same person, and that Jeremiah es- | tablished the ninth or areh degree of masonry, | Let Jasper look to his laurels! | The Paris Exposition. the world’s meeting in the interests of peace, industry and civiliza- tion, is still in a chaotic condition as far as its arrangements are concerned.
